    II. The Canada Gazette
    Upper and Lower Canada
    The history of the Canada Gazette is interwoven with that of the nation and its forerunners date back to the early years of British rule in Canada. In the province of Lower Canada (now Quebec), the Quebec Gazette had begun publication in 1764. It had semi-official status and continued until 1823, when it was replaced by the Quebec Official Gazette . Following the establishment of the Province of Upper Canada (now Ontario) in 1791, the Upper Canada Gazette was begun at the instigation of John Graves Simcoe, the newly appointed Lieutenant-Governor. It was published for the first time on April 18, 1793, and continued until 1848 or 1849, the exact date of its demise being uncertain. (see footnote 3) Its status was semi-official in that the printers were appointed by the Government and it published official notices; however, it also contained general news items and sometimes anti-government editorials.

    Introduction
    Intelligence is an important function of government Canada is a democratic, peaceful and prosperous country, deeply engaged in the international community. It is an active peacekeeper, an important member of many multilateral institutions, a global trader and a refuge for many from other, less fortunate, countries. Canada's intelligence community operates within this broad context by collecting, analyzing, assessing and disseminating to government decision makers information and advice that help to protect and promote Canadian interests. Users of the intelligence community's product include ministers as well as senior officials of most departments and agencies - but particularly those concerned with foreign policy, trade and economic policy, defence policy and public safety. Although the end of the Cold War has altered the range and focus of the intelligence community's efforts, it has not diminished the need for the government to collect, assess and disseminate intelligence - as the hypothetical examples in Exhibit 27.1

    Preface
    The Civil Code of Québec / Code civil du Québec was enacted on 4 June 1991 by chapter 64 of the Statutes of Québec. It came into force on 1 January 1994 under the authority of Décret 712-93. While available in many commercial editions, the only official version is that of S.Q. 1991, c. 64, as amended. This code replaces: 1. the Civil Code of Lower Canada / Code civil du Bas Canada enacted by the parliament of the United Province of Canada (Stats. Prov. Canada 1865, c. 41) and brought into force 1 August 1866 in the territory subsequently designated as the Province of Quebec within the Canadian confederation; 2. a first Civil Code of Québec / Code civil du Québec established by S.Q. 1980, c. 39 ( Act to establish a new Civil Code and to reform family law ) brought into force on 2 April 1981 and replacing portions of the first code, and 3. a later enactment, never proclaimed in force, adding to the 1980 code the reformed law of persons, successions and property (S.Q. 1987, c. 18). The provisions of the new code of 1991 are complemented by those of An Act respecting the implementation of the reform of the Civil Code S.Q. 1992, c. 57.
