The majority of the Court of Appeal concluded that the Act is a valid exercise of Parliament's criminal law power. Alberta appealed to this Court.

Consumers in British Columbia should contact the Director of Debt Collection at 1-250-356-6035 or by fax at 1-250 953-3533 (Mailing address : PO Box 9297 Stn. Prov. Govt, (Wharf and Fort), Victoria BC, V8W 9J8). For those who declare bankruptcy, the Office of the Superintendent of Bankruptcy works to ensure that the bankruptcy process is conducted in a fair and orderly manner. Under certain circumstances the Office will assist debtors in finding a trustee in bankruptcy. It also investigates complaints from debtors regarding a possible wrong.
