He replaces Jean Chretien, the longest serving leader of the major industrialised countries. Mr Chretien agreed to step down after 10 years in office, with two years left of his term. His government is credited with tackling chronic budget deficits and defeating separatist forces in French-speaking Quebec. Under Mr Chretien's premiership, his Liberal Party also initiated controversial new laws - allowing same-sex marriages, and decriminalising the possession of small amounts of marijuana. 'Fresh start' Mr Martin and his new team of ministers were sworn in on Friday. Chretien was at odds with the US "I look forward to the opportunity to rally Canadians toward a new sense of national purpose and around a new agenda of change and achievement," Mr Martin said. "We are going to change the way things work in Ottawa in order to re-engage Canadians in the political process."

    OTTAWA - A frustrated Jean Chrétien warned his Liberal MPs yesterday the country is in for four very tough years dealing with George Bush - but vowed he would play hardball with the new U.S. president on trade issues. If Bush wants to play rough on issues such as Canadian potato and softwood lumber exports, Chrétien told a closed-door meeting, he would play just as rough or rougher when it came to U.S. energy needs.
    He criticized the U.S. leader's cowboy-style demeanour, what Chrétien called the "damn the torpedoes'' attitude in the current standoff with China
    Export taxes on Canadian oil and gas or electricity can damage an already fragile U.S. economy, Chrétien said, according to sources. He warned MPs he is dealing with a new American administration that is largely ignorant of Canada. Behind closed doors, the sources say, the Prime Minister lamented the fact he had to explain to Bush where Prince Edward Island was before he could discuss the U.S. ban on potato exports from the province.

    ... Singh Sworn in As India's Prime Minister OTTAWA (AP) - Canadian Prime Minister Paul Martin called general elections for June 28 on Sunday; but he faces a much tougher test than expected six months ago, when he took office on his predecessor's retirement.
    Martin, who took over for Jean Chretien in December, was supposed to romp to victory, but recent polls suggest support for his Liberal Party is teetering between gaining majority or minority status. Spending scandals and unpopular Liberal governments in Ontario, British Columbia and Quebec, which contain some 70 percent of the country's 31 million people, have rocked Martin's reputation earned as the finance minister who eliminated the federal deficit in the mid-1990s. Martin doesn't have to call an election now, as there is still more than a year left in Chretien's term. But Martin has wanted to gain his own mandate from Canadians.

    In Canadian politics, the leader of the governing party serves as the prime minister. And Martin, who helped take the country out of its fiscal troubles during his nine years as finance minister, is expected to have no problem securing his party's leadership at its convention Friday. Chretien still must formally retire, and reportedly plans to do so prior to the start of Parliament's new session on Jan. 12. "After 40 years and a half (in politics), it is time to move to something else," Chretien, 69, said in a television interview. He reportedly plans to go back to work as a lawyer. He threw his support to Martin, 65, saying, "Although we have accomplished so much, there is still so much more to do. Paul Martin will need all our support ... and I can assure Paul that you have my support." The conciliatory gesture came in marked contrast to the two men's previous leadership battles that caused party infighting and almost led to a revolt last year intended to force Chretien from power, according to the Associated Press.

    T he Prime Minister is the leader of the party with the most seats in the House of Commons. He or she is not elected directly by the public nor is he or she limited to a number of years in office. On top of all this, the Prime Minister has considerable power because he or she controls the House of Commons - much more than the President of the United States who is separate from the elected Members of Congress.

    Role and Responsibilities
    T he Prime Ministership is not created by law, though it is recognized by the law. The Prime Minister is normally a member of the House of Commons (there have been two from the Senate, Abbott from 1891 to 1892 and Tupper from 1894 to 1896). A non-member could hold the office (Turner in 1984) but would, by custom, have to get elected to a seat very soon (Turner was his seat in a general election that year but his party lost power). A Prime Minister may lose his or her seat in an election, but can remain in office as long as the party keeps a majority in the House of Commons, though again, he or she must, by custom, win a seat very promptly (King lost his seat in 1925 but his party retained power; he won a seat in a by-election early in 1926). The traditional way of arranging this is to have a member of the majority party resign, thereby creating a vacancy, which gives the defeated Prime Minister of non-member party leader the opportunity to run in a by-election.
    T he Prime Minister is appointed by the Governor General. Ordinarily, the appointment is automatic - going to the leader of the party with the most seats in the House of Commons. If the opposition wins more than half the seats in an election, or if the government is defeated in the House of Commons and resigns, the Governor General must call on the leader of the opposition to form a new government.
