With the support of the Social Science and Humanities Research Council of Canada, the first ever comprehensive, national study of political party membership in Canada is being conducted by Dr. Bill Cross (Mount Allison University) and Dr. Lisa Young (University of Calgary). The purpose of this study is to further our understanding of changes to the Canadian party system by exploring the dynamics of party membership. In particular, the study addresses four sets of research questions:
  • What role do members play in the five federal parties? What motivates party membership and activism? How do party activists view issues concerning representation and democracy? Are there significant variations in the ideological orientations and attitudes toward policy issues among members of the various parties? How do these stances and cleavages relate to the attitudes and patterns of cleavage in the electorate? What are the demographic profiles of each party membership? Do these profiles resemble those of the party's electoral supporters?

7.2 Canada's Political Parties Within each level of government, there are three distinct branches. The legislative branch comprises elected officials and is responsible for making laws. As such, it is the most likely level to influence business operations. At the federal level, there is also a second legislature: the Senate, which comprises members appointed by the Governor General. Before a bill is passed by the House of Commons, it must be approved by the Senate. Elected members of Canadian legislative bodies hold office for a maximum of five years before an election is held. There is no limit as to how often they can be re-elected and the terms can be successive. The political party with the most seats in the legislature forms the government. In the event that this party does not win the majority of the seats, a minority government is formed between two or more parties. The business community is allowed to participate in the electoral process through contributions to political parties and candidates, although monetary limits or disclosure requirements may apply, depending on the jurisdiction.

Federal Liberal Party members are actively recruiting prominent British Columbia New Democrats who are unhappy with recent NDP provincial governments and their effects on personal political futures to join federal Liberals to retain a majority and counter Alliance Leader Stockwell Day’s success at wooing Tory leaders to join his effort. B.C. federal Liberal election candidates who have served in B.C. NDP governments include former agriculture and tourism minister Bill Barlee and North Vancouver district councillor Bill Bell. Other NDPers who sought federal parliamentary nominations as Liberals include Burnaby councillor Lee Rankin, former B.C. Nurses Union president Cathy Ferguson (she lost), B.C. Government Employees Union member Bill Hartley, and Burnaby-Douglas candidate and Burnaby school board administrator Francesca Zumpano. Zumpano was named Italian-Canadian of the Year in 1996.
Liberal Prime Minister Jean Chretien accused Stockwell Day of wanting to destroy Canadian Medicare by creating a two-tier, partially privatized health care system. Chretien also insisted that a Liberal government will protect medicare and public health care against more conservative provinces (Alberta) that seem to favor more privatized health care. In response, Canadian Alliance Leader Stockwell Day accused Liberals of engaging in “medi-scare” when the Alliance claims to guarantee some federal funding for health care and a commitment to a universal public care system. Day also said he would remove the federal government’s power granted through the Canada Health Act to enforce the act’s five principals, thereby indirectly giving provinces the right to administer and determine accessibility.

Canadian Alliance Leader Stockwell Day tried to explain away Alliance Party policies touted in Alliance candidate manuals saying an Alliance government would hold referenda on abortion and capital punishment or other controversial issues if it appeared that 3% of the public wanted them. The party platform suggests the government would consult the public on what the required percent would be to call a referendum. For the last few days Day has been denying publicly that any number was ever agreed upon and that 3% was just a figure thrown out for discussion. Previously Day has taken strong positions on both of these issues. Unable to answer the discrepancy convincingly, Day tried to turn attention to attacking Prime Minister Jean Chretien and Liberals by talking about a 1997 ethics report suggesting Liberals awarded jobs grants to friends with political influence. Earlier this morning Day attacked Chretien for “flip-flops” on various issues including tax cuts and for Liberal support of a UN Security Council resolution criticizing Israel’s use of force against Palestinian rioters. Responding to suggestions that he has abandoned his “Agenda of Respect” for an agenda of attack, Day said, “…this is not a personal attack, this is reality.”
