But it reflects his government's determination to press ahead with speedy ratification, in stark contrast to the position in the United States, which opposes the pact. Chretien said Tuesday he intended to ratify the treaty by the end of the year. The vote puts Canada squarely at odds with the United States, which walked away from the Kyoto treaty last year on the grounds it would damage the U.S. economy. Critics say it would be suicide for Canadian firms to commit to the costly process of cutting emissions when U.S. competitors did not. The outcome of the vote was never in question since Chretien had ordered legislators from his ruling Liberal Party to support the government. Two of the four opposition parties also backed the idea.

OTTAWA (AFP) - Canada's parliament launched a wide-ranging probe into
China's human rights record, with damning evidence of the treatment
meted out to Tibetans by Beijing.
The hearings are the brainchild of the chair of the human rights
sub-committee of the House of Commons, David Kilgour, a former minister
responsible for Canadian relations with the Asia-Pacific region.
"Silence in response to any abuse of human rights is unacceptable and it
is especially objectionable in response to abuses that amount to
cultural genocide as in Tibet," Kilgour said, quoting Canadian human
rights activist Jean-Louis Roy. "Who can disagree?" he added. Wednesday's hearing coincided with the departure from Canada of Tibet's exiled spiritual leader the Dalai Lama after a three-week visit that angered Beijing. Thubten Samdup, president of the Canada-Tibet Committee, told the hearing that Tibetans were counting on Canada to play an "honest broker" role in getting China to end its human rights abuses in Tibet.

The Hon. Art Eggleton, a member of the Parliament of Canada, will visit Cornell Friday, Nov. 22, to give a talk on "Canada-U.S. Relations in the Post-9/11 Era." The lecture, which is free and open to the community, will be in the Hollis E. Cornell Auditorium of Goldwin Smith Hall, from 2:30 to 4 p.m. Eggleton served as Canada's minister of national defence from June 1997 to May 2002. He previously held the positions of president of the Treasury Board and minister responsible for infrastructure, 1993 to 1996, and of minister of international trade from January 1996 to June 1997. Before entering federal politics, Eggleton was the mayor of Toronto for 11 years, the longest-serving mayor in the city's history. Within the context that Canada is the United States' largest trading partner and the two countries share the world's longest undefended border, Eggleton will speak both about bilateral issues and major international political, security and legal concerns of the two countries. Eggleton's talk is hosted by the Canadians at Cornell Club (CACC), which, with more than 225 members, may be the largest Canadian student association in the Ivy League. Daniel Braun '04, president of the CACC, said that Eggleton, who as a cabinet member has been at the center of Canadian federal political decision-making for most of the past decade, is an ideal person to speak to the Cornell community about these vital bilateral and international issues.

Human cloning ban measure approved in Canadian Parliament Published: 2004-03-15 OTTAWA (CNS) A bill that would ban human cloning and regulate research on embryos has passed both houses of Parliament and was awaiting the governor general's assent to become law. The governor general was expected to approve the legislation by the end of March. The Assisted Human Reproduction Act bans human cloning, sex selection, commercial surrogate motherhood contracts, the sale of sperm and eggs, and sets out rules on human embryonic stem-cell research. The Canadian Conference of Catholic Bishops did not take an official position on the bill, but expressed concerns about parts of the bill before the Senate Standing Committee on Social Affairs, Science and Technology. Testimony to Focus on Women, Minorities and People with Disabilities in the Workforce WASHINGTON - Cari M. Dominguez, Chair of the United States Equal Employment Opportunity Commission (EEOC), will testify before the Canadian House of Commons's Standing Committee on Human Resources Development and the Status of Persons with Disabilities on Thursday, April 25, from 11:00 a.m. to 1:00 p.m. Eastern Daylight Time. She will be the first Chair of the EEOC to address the Parliament of Canada. This trip marks Chair Dominguez's first visit to a foreign nation on behalf of EEOC. She has been invited to present information about EEOC's programs and initiatives to the Committee as it reviews the Canadian Employment Equity Act. She will offer brief remarks to be followed by questions from Committee Members. "The United States and Canada share many issues of mutual concern with respect to the advancement of racial and ethnic minority group members, women, and people with disabilities in our workforces," said Chair Dominguez. Canadian Parliament debates motion to study scrapping national currency
By Keith Jones 19 March 1999 By a vote of 175 to 67, Canada's House of Commons rejected Monday a motion to study the creation of a North American monetary unioni.e., to consider scrapping Canada's national currency, the Canadian dollar. BQ leader Gilles Duceppe argued that the creation of a monetary union based on the North American Free Trade zone (which unites Canada, the US and Mexico) and ultimately embracing all the Americas would be in the interest of both Quebec and Canada. "Everybody knows our world is evolving toward three great economic and political blocs," declared Duceppe. "The development of an economic bloc also supposesin the rather short termthe existence of a common currency and common political institutions." The BQ leader predicted that within 20 years there will be just three major currenciesthe yen, the euro and the US dollarand warned that the Canadian government's refusal to recognize the inevitability of monetary union with the US was making the Canadian dollar a target of speculators and contributing to economic uncertainty and instability.

The people of Colombia are victims of the worst and most comprehensive humanitarian, political, economic and social crisis in the American continent. The recent declaration of war, which put an end to an incipient peace negotiation, is leading to a rapid dramatic deterioration of the existing crisis and to the risk of its rapid extension to the surrounding countries. Colombia has become contested territory for geo-strategic and profit accumulation interests. The primary cause of the crisis and war in Colombia is the aggressive imposition of a global economic model, which seeks to maximize profit for legal and illegal corporate and multinational interests. Violence and war, the imposition of economic reforms, privatization and structural adjustment supported by a systematic media and propaganda strategies, allow access to resource rich territories, destroy labour and other popular social organizations, driving production processes costs down and increasing the margin of profit and benefits for corporate legal and illegal interests. Profit accumulation is the primary cause of violence and crisis in Colombia. The majority of the victims of this deliberate, systematic and generalized aggression for profit are the people of Colombia, particularly those involved in peaceful social and popular movements and organizations who resist this model of aggression..
