Representation in the Canadian Parliament
Two principles underly the Canadian system of representation. The first is the principle of territorial representation, which is that each elector is represented in the House of Commons on a territorial basis, that is, the electoral district. The second is the principle of "one elector, one vote", i.e., all voters are equal. This topic area discusses each of these fundamental aspects of the Canadian federal electoral system, namely:
  • the principle of representation in the House of Commons, that is, how the seats in the House of Commons are divided among the ten provinces and two territories; how the electoral district boundaries are determined and periodically readjusted to reflect shifts in the population.
Representation One of the crucial questions faced by the Fathers of Confederation in 1867 was how to ensure that all founding provinces were equally represented in the House of Commons of Canada, while at the same time guaranteeing that each region of the country had a fair say in the daily workings of the new federation. They adopted as a basic working principle the idea of "representation by population," and determined that each province was to be allotted a number of seats in the House of Commons that directly corresponded to its proportion of the total population in relation to the population of Quebec. From the start, however, the Fathers of Confederation recognized the geographical, cultural, political and demographic diversity of the new provinces, as well as population size and rural and urban characteristics. As more provinces entered confederation and as some regions grew and developed more than others, the diversity became more pronounced and a certain degree of compromise had to be built into the formula for allocating seats to the provinces. As a result, the basic principle of representation by population began to evolve and the allocation formula for seats has changed several times over the last 120 years to reflect this evolution.

Tibet News Canadian parliament begins probe of China's human rights record By AFP May 6, 2004, 07:15 Email this article Print this article OTTAWA : Canada's parliament launched a wide-ranging probe into China's human rights record, with damning evidence of the treatment meted out to Tibetans by Beijing. The hearings are the brainchild of the chair of the human rights sub-committee of the House of Commons, David Kilgour, a former minister responsible for Canadian relations with the Asia-Pacific region. "Silence in response to any abuse of human rights is unacceptable and it is especially objectionable in response to abuses that amount to cultural genocide as in Tibet," Kilgour said, quoting Canadian human rights activist Jean-Louis Roy. "Who can disagree?" he added.

Sometimes, protesters prove their opponents' point. In Canada last month, a dozen masked men wearing military camouflage burst into a Christian meeting at a Calgary, Alberta, hotel. They beat sticks together, hoisted signs, and roared slogans, drowning out a speech by Rev. Tristan Emmanuel on "Christophobia" and the actions taken against Christians for their unpopular views on homosexuality. "Haters!" screamed the self-proclaimed "Gay Militia" into the faces of men and women who had been meeting peacefully. "Bigots! ... What you are doing is a hate crime!" The raucous invasion lasted 10 to 15 minutes, said Jim Blake, regional director of the Concerned Christian Coalition, the group that sponsored the meeting. The Gay Militia ignored both meeting organizers and hotel security personnel who asked them to leave. When the men finally did march out, just ahead of the arrival of police, Mr. Blake was left to wonder again, just who is "hating" whom? In Canada, the Gay Militia's definition of "hate"—expressing public opposition to homosexuality—is now officially the law of the land. Bill C-250, which adds "sexual orientation" to the nation's wide-ranging hate-propaganda law, sailed through the Senate on April 28 on a vote of 59-11. Before C-250 it was already illegal to publish, distribute, mail, import, or speak any communication that could be perceived as promoting or inciting "hate" against "identifiable groups," such as members of a certain race or gender. The new law recognizes gays and lesbians as an identifiable group—and makes any person who criticizes homosexuals publicly subject to two years in jail.

(AP) DAVOS, Switzerland (CP) - United Nations Secretary General Kofi Annan has accepted an invitation to address the Canadian Parliament sometime in the first two weeks of March, Prime Minister Paul Martin announced Friday. Martin, who met Annan privately at the World Economic Forum in this Swiss Alps resort on Friday, said the invitation to Annan was the first he has made to a world leader because he wanted to underline the importance of the United Nations at a crossroads in its history. "If the United Nations doesn't work, we are severely hobbled," he told a news conference.

Marianopolis College Normally, the spending power of governments is understood as the money they spend on particular programs under the authority of legislation passed by their legislative bodies. However, spending power has a specialized meaning in the Canadian constitutional context. It means "the power of Parliament to make payments to people or institutions or governments for purposes on which it (Parliament) does not necessarily have power to legislate." (P.E. The changing of the guards in front of the Parliament. The Parliament of Canada is Canada 's democratic legislative branch, seated at Ottawa Ontario . According to article 17 of the Constitution Act, 1867 of the Constitution of Canada , the parliament consists of three parts:
  • the Queen of Canada , Her Majesty Elizabeth II, who is most often represented by the Governor General . Most of the duties of the Queen are ceremonial or are defined by constitutional convention the Senate (also called "Upper House" or "Red Chamber"), consisting of 104 Senators, appointed by the Governor-General on the request of the Prime Minister ; and the House of Commons (also called "Lower House" or "Green Chamber"), consisting of 301 Members (called Members of Parliament or MPs), one elected from each of Canada's 301 electoral districts. The leader of the majority party in the House of Commons is asked by the Governor-General to become Prime Minister and form the government.
Legislation must pass through both houses of parliament before it is enacted. In practice, the House of Commons is by far the more powerful of the two bodies. Only the House of Commons is allowed to introduce legislation dealing with the obtaining or spending of money.
