Communications Policy of the Government of Canada

Effective Date
This policy takes effect on April 1, 2002. It replaces the Government Communications Policy , which was issued in 1988, published in the Treasury Board Administrative Policy Manual, Communications Volume, Chapter 1 , and last revised on November 28, 1996, when it became available in electronic form.
Policy Objective
The purpose of this policy is to ensure that communications across the Government of Canada are well co-ordinated, effectively managed and responsive to the diverse information needs of the public.
Policy Statement
It is the policy of the Government of Canada to:
  • Provide the public with timely, accurate, clear, objective and complete information about its policies, programs, services and initiatives. In the Canadian system of parliamentary democracy and responsible government, the government has a duty to explain its policies and decisions, and to inform the public of its priorities for the country. Information is necessary for Canadians - individually or through representative groups or Members of Parliament - to participate actively and meaningfully in the democratic process. It is required for access to government programs and services. The public has a right to such information. Communicate in English and in French.

    JUNEAU, PIERRE Canadian Media Executive Pierre Juneau has held virtually every important position in the Canadian broadcasting hierarchy. His long career is characterized by a sustained commitment to the principles of public broadcasting and ownership. In 1949, Juneau joined the National Film Board of Canada (NFBC) as the Montreal district representative. Throughout the 1950s he became in turn the Quebec assistant regional supervisor, the chief of international distribution, the assistant head of the European office, the NFBC secretary, and in 1964, the Director of French-language production. He also pursued filmic interests only secondarily related to his official position. In 1959, Juneau co-founded the Montreal International Film Festival and served as its president until 1968. -Paul Attallah

    The CAW Communications Department is responsible for national union publications and audio visual production within the union and for media relations and communications outside the union. CONTACT, the weekly CAW newsletter, is the vehicle for getting out news about the union. CONTACT is mailed to local union leaders and the media. Besides the regular publications, the communications department also produces a variety of special materials. When the union undertakes a major campaign, the communications staff, working with the research department, produces the materials that get the information to CAW members. For the Shorter Work Time Campaign, for example the CAW produced booklets for mass distribution. As well the department is involved in production of posters, videos, and ads for magazine publication. Communications staff worked with the Organizing Department to design the media strategy and prepare campaign brochures, booklets, radio and television ads for major for organizing drives such as the CASINO workers.

    There's an ongoing debate about the health of the Canadian media that goes something like this: one side says that the concentration of ownership in Canadian media dangerously limits the diversity of voices in the public sphere; the other side points out that while we do have large media companies that own multiple media outlets including various mediums, they are still facing more competition than ever before, meaning there are more voices than ever. This is a tricky debate, because in some senses, both sides are right. The fragmentation of the media market, through the expansion of satellite, cable and Internet networks, has given citizens or consumers a near unlimited amount of sources of media content. So if the debate over convergence and ownership concentration comes down to a shear numbers game of counting how many voices the public has access to than the owners have it, there are more voices now than ever before.
