Introduction to Canadian Media Theorists:
Tricksters on the Margins
Marshall Soules
A Canada of light (Coach House, 1993) is a passionate meditation on Canada as a "communication state." In it, author B.W. Powe argues for an inclusive and accommodating vision of the "discontinuous" Canadian identity:
I believe that Canada has a hermetic past: its meanings are concealed in private whisperings and interrupted signals, in insoluble arguments about unity and misread messages, and in quiet resistances to the pressures to join into one supreme political system. I suggest that Canada has a discontinuous character. I mean that without a single purpose or predetermined historic goalno violent creation and imposition of a political myth or ideologyCanadians have lived with, invited and responded to many stories, moods and visions, and many different kinds of people. (68-9) C entral to Powe's vision of the discontinuous national character is a recognition of our complex reliance on communication technologies"The only way we can live in this country is through advanced technologies of communication." And we are thus forced to live with the paradox that "these technologies do not solidify individual identity...Electricity scatters individual memory, conjuring ghosts and simulations." Communications technologies have forcedand allowedus to accept this paradox into our national consciousness: ...electronic technologies spur and excite questions, allow for multiple points of view, add to the strange feeling of fusion with world events and confusion about significance and intent. Communications technologies threaten us, summon us, immerse us: they appear to be capable of dehumanizing our lives and of enhancing our awareness, sending out images and reflections of ourselves everywhere. (67-8)

Canada’s Media Monopoly One perspective is enough, says CanWest By James Winter A dispute between Canada’s largest media company and its journalists has put media concentration on the political agenda as seldom before. In January, organizations representing journalists across Canada called for a parliamentary inquiry into media concentration, especially at CanWest Global Communications. The Canadian Association of Journalists (CAJ) and the Quebec Federation of Professional Journalists (QFPJ) denounced actions of the media giant as "a disturbing pattern of censorship and repression of dissenting views." CAJ vice president Paul Schneidereit said the federal government needs to examine the issue of media ownership concentration. "We feel it’s time for the elected officials of this country to be looking at what the repercussions [of media concentration] are for the general public," he said. The Quebec provincial government has said it might introduce legislation to force "a plurality of opinion" and diverse sources of information, according to culture minister Diane Lemieux. The Newspaper Guild of Canada demanded that CanWest "immediately cease its attack on divergent opinions." The Guildthe largest journalists’ union in North Americacalled in February for the Winnipeg-based media conglomerate to adopt principles that would respect the editorial autonomy of each paper and its columnists, and allow editors, rather than corporate headquarters, to make news judgments.

The Bonding and Fragmenting of Canada - in terms of Mass Media Throughout the history of mass media in Canada, the industry has emerged as weak and easily susceptible of the dominance of American media. Canadian mass media began from a need for national communication and yet now serves as a fragmenting, regionalizing entity. This article will examine some of the many forms of cultural fragmentation that take place due to the structure of Canada's mass media industry; such as English / French separation, multicultural separation, provincial / regional alienation, and foreign influence. As well, this article will identify the cultural bonding aspects of communication in Canada such as: the overcoming of geography, and bilingual access to media. The sheer size of Canada is not the only hindrance to creating a viable and healthy communications system. The distance between rural areas are expensive to give access to the various mass media. In the beginning of the newspaper industry in Canada it was easiest to have a newspaper printed in each region instead of attempting to create a national newspaper that would be expensive to distribute accross all of Canada. Presently there is still no popular national newspaper, though the Globe and Mail has attempted to be one. It appears that instead of a national newspaper Canada has invested in many regional newspapers that are owned by a few individuals. The result is similar to national newspaper presence in that a small amount of newspaper owners are making all the money from sales, but each regional newspaper caters to the specific needs of their regions, and information may change drastically from paper to paper.
