The liberalization of trade through the World Trade Organization and the North American Free Trade Agreement (NAFTA) has reduced the costs associated with international trade, increased production runs and encouraged specialization. Moreover, the rapid diffusion of information and communication technologies has cut transportation costs and improved delivery times. Technological progress and productivity gains in the global marketplace have also lowered prices on many goods. As a result, Canadians are increasing an already strong reliance on international trade, particularly trade with the United States.

    International Waste Activities
U.S. hazardous waste importers and exporters often ship a portion of their wastes to and from other countries for treatment, disposal, and recycling. The vast majority of this waste trade occurs with Canada and Mexico, but the U.S. also engages in hazardous waste trade with other countries. U.S. importers and exporters of hazardous wastes must comply with applicable domestic laws and regulations, which include regulations under RCRA, contained in the Code of Federal Regulations (CFR), at 40 CFR Part 262 Subpart E and H. The U.S. government also is a party to international agreements concerning international trade in hazardous wastes. They are:
    • An agreement among the 29 member countries of the Organization for Economic Cooperation and Development ( OECD governing trade in recyclable wastes
    • U.S./Canada and U.S./Mexico bilateral agreements

As Canadians, we are committed to building a world where people can live in freedom from fear of threats such as terrorism, drug trafficking and the illicit trade of small arms. This new generation of threats shows no respect for national borders and inevitably becomes the source of our own insecurity. Human Security is a people-centered approach to foreign policy which recognizes that lasting stability cannot be achieved until people are protected from violent threats to their rights, safety or lives.
