International Trade and the Environment The relationship between trade and environment has been a topic of discussion for many years. The focus has been the implications of environmental policies on international trade. The GATT Secretariat first expressed this concern in 1971, through the document called Industrial Pollution Control and International Trade . At that time, there was fear for environmental policies to become a form of protectionism. In 1992, the importance of trade for sustainable development emerged. Environment and multilateral trade systems were linked in 1994 through the Marrakesh Agreement, placing environment within the objectives of the WTO (established 1995).
The objective of a trading system is the liberalisation of markets through regional (FTAA) or global (WTO) agreements. It is also argued that trade has a potential to be a source for financing development through trade-related income generation and foreign direct investment. This would translate into economic growth and a source of employment, contributing to poverty reduction and thus contribute to environmental conservation. Therefore, trade can be a promising economic activity for sustainable development. However, its rules can have a severe impact on environmental policies and undermine labour standards. We continue to lobby government to make trade and environment mutually supportive.

    Ontario is a major trading economy and exports more per capita than Canada and the other G7 countries. In 2003 total Ontario international exports stood at C$189.3 billion, amounting to close to 50 per cent of total Canadian exports. Exports to the United States represent 91.7 per cent of total Ontario exports. Other major export markets are the United Kingdom, China, Japan, Mexico, Germany, Australia, Norway and France.

    The creation of NAFTA in 1994 has resulted in a huge increase in trade among the three member countries. Canadian goods, services and capital now have barrier free access to the U.S. and Mexican markets. Canada is a member of the World Trade Organization which establishes rules of trade between signatories ensuring fair treatment of Canadian goods and services in all of our major export markets. The Uruguay Round Agreement eliminated tariffs in a number of sectors and reduced remaining tariffs by an average of one-third.

      Canadian Landmine Awareness Week (CLAW) March 1 - March 7, 2004, is an annual civil society initiative which marks the anniversary of the entry into force of the Ottawa Convention banning anti-personnel landmines (March 1, 1999) and highlights the contributions of Canadians to global mine action efforts. This year marks the fifth anniversary of the entry into force and the theme for this year's CLAW festivities is "Let's cross landmines off the global ' to-do ' list!". Numerous events, organized primarily by Mines Action Canada (MAC), a coalition of over 40 Canadian NGOs and the Canadian affiliate of the Nobel Peace Prize-winning International Campaign to Ban Landmines, are taking place across Canada to further engage public support for this important humanitarian imperative.     Government Response to the Final Report of the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources Tabled in the House of Commons by Honorable Ralph Goodale, Minister of Natural Resources, October 2001 INTRODUCTION The Government of Canada has carefully considered the report of the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources entitled Forest Management Practices in Canada as an International Trade Issue (Final Report) adopted on May 11, 2001. The Standing Committee began its study in 1998, wanting to learn about the connection between Canada's forest management practices and the export of our forest products. An interim report focussed on issues identified by British Columbia, with a second phase examining issues in Ontario, Quebec and New Brunswick. In addition, the Committee heard from 43 individuals from 20 organizations, which included government, labour, and industry, as well as Aboriginal and environmental groups. Of the ten recommendations made by the Committee, five directly pertain to the potential role for the Government in forest certification. The remaining five call for federal action in supporting forest research and development, marketing Canadian scientific expertise, providing information on the state of Canadian forests and forestry practices, delivering that information to the international marketplace, and monitoring potential infringements to international trade rules and the potential emergence of non-tariff trade barriers.

    Can the successes achieved by the Uniquely B.C. Creative Arts Show and the Uniquely Canada Show be transferred to a developing or transition country? The experience of Slovenia, whose trade officials hired Barbara Mowat and her team to help them prepare to showcase local crafts internationally, suggests the model is indeed transferable. Peter Hulm interviewed Zdenka Kovac, director of Slovenia’s Small Business Development Centre (PCMG), about the origins of the First Uniquely Slovenia Gift Show held in Los Angeles, California, in July 2001. Interview by Peter Hulm Q You took over a Canadian model for helping small businesses to market themselves internationally. How did this work out in Slovenia? A We were a little bit tired of training programmes that were based mainly on general principles of marketing, and I believe small businesses in Slovenia were tired of that as well. So when, just by chance, we identified the Uniquely B.C. programme that has been successful in Canada, we decided within the Government that we were going to try it in Slovenia. That is the first important lesson: a critical number of people in government has to take this decision and this risk. Q What was the next challenge?

If you do not select a section the search will default to searching the "Publications" section of the website. The last menu item in the pull down menu allows you to search the entire site.
