Brief biography of Fitzpatrick who played a role in the evolution of Western Canada's political situation. In 1905, he took part, as the federal government representative, in the negotiations that led to the creation of the provinces of Alberta and Saskatchewan.

Hon. Charles Fitzpatrick, Member of Parliament and Solicitor General of Canada.
(December 19, 1853 - June 17, 1942)
The Right Honourable Charles Fitzpatrick played an active role in the evolution of Western Canada's political situation. In 1905, he took part, as the federal government representative, in the negotiations that led to the creation of the provinces of Alberta and Saskatchewan Charles Fitzpatrick's legal career was always as important as his political career. In 1885, he won renown as defence counsel for Louis Riel , then accused of treason by John A. Macdonald 's Conservative government. In 1897, he represented the Dominion of Canada before the London Privy Council in a case involving the fisheries. A member of the Liberal Party, Fitzpatrick sat in the Legislative Assembly of Quebec from 1890 to 1896, and in the House of Commons from 1896 to 1906. He was solicitor general (1896) and minister of justice (from 1902 to 1906) in Sir Wilfrid Laurier's government. It was as solicitor general in 1897 that Fitzpatrick met with Pope Leon XIII and succeeded in obtaining from the supreme pontiff the envoy of Cardinal Merry del Val to settle the issue of schools in Manitoba In 1906, Fitzpatrick resigned from politics and was named chief justice of the Supreme Court of Canada. When he resigned from that position in 1918, he was made lieutenant-governor of Quebec, a post in which he remained until 1923.

    Winnipeg gets public health agency By MICHELLE MACAFEE
    WINNIPEG (CP) The Manitoba capital will become the medical pillar of a regionally dispersed agency responsible for public health, officials announced Monday. Winnipeg will co-ordinate the agency's infectious disease functions, including epidemiology, and have a critical function nationally and internationally in the event of an infectious disease outbreak, said Public Health Minister Carolyn Bennett. An office in Ottawa will be the second pillar of the agency. It will oversee co-ordination between federal departments on emergency planning, preparedness and response.

    Federal Government Publications Issued in Alternative Format, 1981-1996
    Table of Contents
    INTRODUCTION Since the International Year of Disabled Persons in 1981, the Canadian government has attempted to provide print-handicapped Canadians with equitable access to information. To achieve this, more and more government documents have been published in alternative formats. This bibliography lists alternative format publications for Canadians with print handicaps, issued by agencies and departments of the federal government from 1981 to 1996. The formats included are large print, braille, sound recordings and some electronic texts. Electronic texts, such as CD-ROMs, that may not be compatible with alternate output devices, have been excluded from the bibliography. The National Library has endeavoured to acquire a complete collection of federal government documents in alternative format. These publications can be consulted at the National Library and are also available through interlibrary loan. They are catalogued on the National Library's automated system, AMICUS. They are also listed in CANUC:H, the National Library's union catalogue of the alternative format holdings of over 29 libraries. The bibliography is organized alphabetically by name of the issuing department or agency with publications listed alphabetically by title underneath. Some publications issued prior to 1993 are listed under former department or agency names. Others have been included under the current names, such as those issued by Consumer and Corporate Affairs, which can be found under Industry Canada. Publications of the Secretary of State have been listed under Human Resources Development Canada and those of Parks Canada are listed under Environment Canada. The AMICUS Number (AN) is included to assist in locating complete bibliographic citations.
