The Canadian Federal Government
Canada has a federal form of democratic government that brings together a number of different political communities under a common government for mutual purposes, and separate regional governments for the particular needs of each region. It takes into account Canada's geographical realities, the diversity of its cultural communities and its dual legal and linguistic heritage. Within the federal structure, elected officials-the Cabinet of ministers under the leadership of the Prime Minister-make up the chief decision-making body. Through consultation with other elected officials, provincial and municipal representatives as well as Canadians in general, the federal government leads the country's democratic system of governance.  The federal government's prime responsibility is to ensure and support the country's economic performance. Other responsibilities include national defence, interprovincial and international trade and commerce, immigration, the banking and monetary system, criminal law and fisheries. The federal government also oversees such industries as aeronautics, shipping, railways, telecommunications and atomic energy.

NSTL established benchmarks and designed a suite of tests – performance, stress, usability, and compatibility – to "rate" vendors’ products. PWGSC then decided to extend the usage of the list to large scale purchases by using a "best bang for the buck" philosophy. Rather than evaluating products on price alone, PWGSC looked at the technical performance of the hardware and "discounted" that product’s comparative price accordingly. For example, the vendor’s product that rates the highest, technically speaking, would receive a percent discount to its listed price. Likewise, the product that rates the lowest would receive no discount and its price would remain at face value. NSTL created a system that would reward quality in terms that were easily quantifiable – and understandable. When government agencies now looked at price, it meant more than just Canadian dollars and cents.

December 18, 2002 The creation of a national broadband committee builds on the federal government’s promise to extend high-speed broadband access to remote areas, Industry Minister Allan Rock said Tuesday. Broadband for Rural and Northern Internet Development
Rock announced that the National Selection Committee for the Broadband for Rural and Northern Development, a 24-member arm’s length taskforce, will review and recommend funding for high-speed Internet access projects targeted to rural, northern, First Nations and remote communities. The broadband initiative is part of the Government of Canada's commitment to ensure broadband access to all Canadian communities by 2005; the committee will work towards driving advanced broadband applications such as, tele-health, distance learning and the delivery of government services and e-business, officials said. "These 24 Canadians come from every region of Canada and represent a broad cross-section of professional backgrounds," Rock said in a statement. "They come from academia, government, the private sector, health, education and community organizations. Their advice will be invaluable in achieving the goal of the pilot program: economic and social opportunities for Canadians in all parts of Canada. I look forward to receiving their recommendations."

The Innu Nation is suing the federal and Newfoundland governments of Canada in an attempt to reverse a decision to allow Donner Minerals to proceed with The Voisey's Bay nickel mine project without a land rights settlement or an impact and benefit agreement statement in place.
Both governments announced last month that Inco - Voisey's Bay's developer - would not have to wait until the two agreements have been reached with the Innu before being granted environmental approval for the giant nickel, copper and cobalt development in northern Labrador. The mine, if approved, will be located at Voisey's Bay 49 miles (80 kilometers) from Utshimassits on the eastern coast of Canada.
"This is an important case not only for the Innu, but also for aboriginal groups across the country who are faced with industrial development on their land," said Innu chief negotiator Daniel Ashini. "...the government has essentially said that the independent environmental assessment process is not important, and the decision on whether or not to allow a project to proceed is purely a political one."
In a court application filed this month, the Innu argue that the federal government was wrong in its decision to not commit ratify a land claims agreement or to negotiate equivalent or alternative measures with the Innu.
