Representatives of two ethnic groups interned during wartime under the War Measures Act came to Parliament Tuesday saying proposals to revamp that law would not prevent the recurrence of the human rights abuses they suffered. The National Association of JapaneseCanadians and the Ukrainian Canadian Committee urged a Commons committee either to scrap the proposed Emergencies Act, otherwise known as Bill C-77, or to amend it substantially. "In our opinion, Bill C-77... would not prevent a recurrence of the injustices suffered by JapaneseCanadians," Roy Miki, a spokesman for the Japanese-Canadian group, told an allparty committee of MPs studying the bill. Historians generally agree that racism and xenophobia, rather than genuine security considerations, were largely responsible for the internment of about 20,000 Japanese Canadians during the Second World War and of about 5,000 Ukrainian Canadians during the First World War. In both cases, the federal government had invoked the War Measures Act, essentially stripping these citizens of their civil rights. In some ways, said a brief from the Japanese-Canadian group, the Emergencies Act could be even more repressive than the War Measures Act, which was last invoked to deal with the Front de Liberation du Quebec during the 1970 October Crisis in Quebec.

An Assessment of Selected Ethnic Food Markets in Canada
Executive Summary
In the past 20 years, the relative importance of British and French origins has diminished in Canada. Citizens with exclusively British or French backgrounds now make up less than half of the population and present immigration trends will only decrease that figure. This changing ethnic mix is affecting the demand for food. There is a need for research on the ethnic communities that are fast-growing, large enough to be viable, and whose food demands are potentially less well-known to Canadian food producers, processors and distributors. Three of the country's five fastest-growing ethnic communities are AsianChinese, South Asian and Middle Eastern origins. These consumers have different food spending habits than the general Canadian populationEast Asian/Chinese consumers spend more on foodservices and at specialty stores, but less at supermarkets; South Asian-Canadians spend less on foodservices; and Middle Eastern-Canadians spend less on foodservices and at supermarkets, but more at specialty stores. These ethnic consumers generally spend more on fresh foods and less on processed products. In many instances, food products are imported to satisfy the needs of these and other ethnic markets.

3.0 INTRODUCTION Up to the 1960s, there was a strong belief that assimilation in both social science and popular ideology was the social process which would forge a common national identity<57> among those who J. S. Woodsworth called "strangers within our gates."<58> This belief is not as certain today. Integration into Canadian society does occur, and in that process immigrants and their descendants relinquish many of the customs and practices of their ethnic origin groups. However, the process of integration is complex, occurring along many specific behavioral, attitudinal, cultural, and structural (patterns of interaction such as marriage and friendship) dimensions at different rates of change. It may proceed at an uneven pace, and here may be reversals in the direction of change toward traditional models.<59> In the short term, virtually all immigrants retain many of the customs brought from their countries of origin. Even after lengthy periods of time in the country, some members of ethnic minority communities, including some second- generation Canadian-born people, continue to maintain some of their traditional customs and social practices. The majority ethnic groups in Canada have done so. English- and French-speaking peoples have done so with respect to language, and the Protestants and Catholics have done so with respect to schools. It should be expected that in a society where there is considerable legitimacy in pluralism, other ethnic groups will do the same. It is, therefore, important to determine public policy on how the law will respond to this pluralist social context.

The story we are about to tell is disturbing on many fronts. It happened only one hundred years ago, and it happened in the Kootenay region of British Columbia. This was a land of promise, plenty and prejudice. The major immigrant players in this story ( Chinese Italians and British remittance men ) have moved on to be part of mainstream Canadian society. We feel that by looking at these subjects through the lens of a hundred years we can shed light on these important topics in the modern day and take a step toward effective change. One of the most disturbing facts about these materials is that, although a hundred years may have passed, the basis of prejudice and intolerance has not changed. The hatred for races different from the norm has simply shifted to a new set of immigrants. With this site we hope to facilitate change in the basic attitudes Canadians hold toward those different from themselves and to build bridges to a more positive future for all. Such intolerance toward ethnic groups during the period under study, while shocking, was not unique to the Kootenays. Prejudice and discrimination were common to the majority of members of Victorian society. While the Kootenays were neither worse nor better than any other region in B.C., we hope that by looking at the stories and pictures featured here, you might take a look at wherever you live with a more critical eye.

Italian Introduction
There were virtually no Italian people in the Kootenays prior to 1898, and then they came in a rush to work in the mines. A small number of Italian men first came to British Columbia in the 1850's, attracted by the Cariboo gold rush. More came to B.C. in the 1880's to build the Canadian Pacific Railway. When these men had earned a substantial amount of money, they often sent for their wives and families whom they had left in Italy. Most of the Italian immigrants originally came from southern Italy while a few were from the northern part of the country. The journey to Canada was long and difficult, and most often men came believing the empty promise that they would have jobs upon their arrival. When they arrived in Canada, usually via Montreal, the promised jobs did not always materialise. The Italian men were forced to live in dirty shacks with other Italian men and with very little food to sustain them. If they could afford the fare, some returned home to Italy, while others did manage to find work in jobs such as railway building and mining. Some only came for a short time, planning to send money home to support their families while making a personal fortune so they could soon return home themselves.

ETHNIC GROUP The Census recognizes eleven ethnic groups and has a twelfth category for "Other and Unknown". Table 13 ranks these twelve groups according to highest percentage of the target population relative to the total group population. The table clearly speaks for itself, but it is worth drawing attention to a couple of points. The smallest ethnic groupthe indigenous native population, has the highest rate and the largest ethnic groupthe British-has the second lowest rate. The dominance of the French group in absolute and relative terms is again noteworthy. A peaceful approach to ethnic diversity
By J P Antonacci Published: Monday, February 2, 2004 With retired Canadian General Romeo Dallaire currently testifying at the Rwandan war crimes tribunal against Theoneste Bagosora and other accused leaders of the 1994 genocide, it is fitting to take a moment and look at the root cause of that nation's terrible ordeal: ethnicity. Ethnicity is a funny thing. It's something that people are born with, can't request, and can never change. Thus it stands to reason that people of different ethnicities living in the same place could accept their situation and work to resolve differences peacefully, either with each maintaining their distinct cultural and ethnic identities (the more creative and exciting way) or with one group becoming culturally assimilated by the other (a very limiting solution).
But no, ethnic groups in conflict have often historically felt that whoever shoots most or yells loudest will magically change the ethnicity of the other group, or force them to leave because of persecution (or, at least, noise pollution). And some extreme leaders, faced with the reality that large masses of people are never inclined to relocate, have attempted to exterminate an entire ethnic group as a way of settling differences once and for all.
This brings us to Rwanda, where two ethnic groups, powerful for different reasons, vie for position and importance, each trying to push the other off this "postage stamp" nation.

One of the most comprehensive surveys on attitudes towards multiculturalism in Canada was conducted by the Angus Reid Group in 1991 (1). About 3,325 Canadians were interviewed and asked a wide range of questions about their ethnic identity and pride in being Canadian. "The statement: 'you can be proud of being Canadian and proud of your ancestry at the same time' received a virtually unanimous believability rating" (1:5). Approximately 95% of Canadians agreed with this statement. Regardless of their ethnic backgrounds, the vast majority (78%) believed that Canadians share many values in common and 91% felt that these values are important in binding people together as a nation. Also, almost three-quarters of Canadians (73%) believed that the multiculturalism policy ensured that people from different backgrounds had a sense of belonging to Canada. It should also be noted that 89% of those interviewed identified themselves as Canadians and only 6% used any other form of identification. Two economic studies of the effects of Canada's multiculturalism policy were carried out by the Economic Council of Canada in the early 1990s (2). These studies concluded that integration (as a central goal of the multiculturalism policy) leads to greater participation of immigrants in the host society while maintaining their cultural identity. Assimilation, on the other hand, puts pressure on them to give up their cultural identity as the price for acceptance by the host society.
