Outrageous Canadian Political Facts
In 1984, New Zealand voters booted a left-leaning conservative government and brought in a free-market-oriented labour government. Immediately, finance minister Sir Roger Douglas began to implement some of the most important reforms in any country of the 20th century. Sir Roger floated the currency, revoked all farm subsidies, abolished all import tariffs, and privatized 60% of state-owned companies. He also fired 55% of the government workforce and placed the central bank chairman on a performance contract, revoked capital gains and inheritance taxes, and refused to print money to save reckless banks and inefficient companies from bankruptcy. The results have been simply astounding. New Zealand now has one of the lowest inflation rates in the world, nine consecutive years of budget surpluses, unemployment rates cut in half, and a resilient, entrepreneurial economy that soared 5.8% in 2002. Someone who's ready to experiment with catchy music or child care, but not with traditional doctrine? Recent statistical analysis suggests that you might be on the right track. For years now, evangelical Protestant leaders in Quebec have argued that a substantial majority of Quebec Protestants actually in church on Sunday are conservative "evangelicals." Now, an analysis of 2001 census data by the inter-church outreach organization Christian Direction points up that Quebec evangelicals now outnumber liberal Protestants. Growth in Quebec Protestant churches has been particularly dynamic among immigrants and among non-practising francophone Catholics deciding to return to church life, Glenn Smith, executive director of Christian Direction, said.

Jurisdictional Responsibility
FEDERAL-PROVINCIAL RESPONSIBILITIES The Canadian political system embodies the four following characteristics: i) it is a constitutional monarchy; ii) it is a federal system; iii) it is a parliamentary system on the British model; iv) and it is a representative democracy. In Canada s federal system, the Constitution confers legislative and executive powers on two levels of government the federal government and the provinces which are each sovereign in their respective jurisdiction. There is a central (or federal) government for all Canada, and a government for each province and territory. The British North American Act (the Constitution Act, 1867) , defines the federal and provincial responsibilities. Parliament has the power to levy taxes by any mode of taxation, and the federal government has the authority to allocate its financial resources as it deems appropriate. The federal government can, for example, make grants to individuals with a view to promoting research and development. The federal government also uses its spending power to initiate shared-cost programs in areas of health, education and welfare services in the provinces. In 1957, the federal government initiated a program of equalization payments to provinces whose revenues were below the national average. These unconditional payments were designed to help provinces provide an appropriate range of public services. Monetary policy is controlled by the federal government. This includes responsibility for issuing currency and for maintaining national economic stability by managing inflation and unemployment, by controlling the banking system and by regulating interest rates. Monetary policy includes responsibility for the value of the Canadian dollar on international markets. The task of setting and applying monetary policy is

Constitutional Law in Canada Constitutional law is the law that establishes, allocates and limits public power. In modern times, most major constitutions are written, although this is not invariably so, and some major constitutions - that of the United Kingdom, for example - remain unwritten. Canada's constitution is somewhat unique. It is partly written, although the writings are in several rather than one statute; partly unwritten, consisting of usages, practices, customs and conventions; and partly rules of the common law developed by the courts. This website seeks to explore all of these sources and make them available to students of constitutional law in general themes. As one can see from this site, the general issues in constitutional law in Canada come under two general headings: Division of Powers , and the Charter of Rights and Freedoms . Each of these sections of constitutional law are treated fully elsewhere in this website. However, there are certain items which serve as useful starting points for understanding the constitutional law of Canada.
