Provincial Programming Theme, 2003 "Food Safety and Nutrition"
This is the second year for "Food Safety and Nutrition" as the provincial theme. You can also access these programming ideas in the Winter 2001-2002 newsletter. An article written by Douglas Powell, Scientific Director of the Food Safety Network at the University of Guelph, stated that food safety advice for consumers seems to be given around the major celebrations, such as Thanksgiving and Christmas, or the launch of the barbecue season. But people, he argued, have to eat and prepare their food every day! Also be aware when planning your programs, that the United Nations has proclaimed 2003 as the International Year of Fresh Water. This too fits into the food safety aspect of WI programming. As does the Ontario Government's program to decommission old and unused wells in the province.

U.S. Proposes Rule for Live Canadian Cattle
The proposed rule for importing live cattle and other ruminant products from Canada and other regions at minimal risk for Bovine Spongiform Encephalopathy (BSE) has been posted in the U.S. Federal Register. A comment period remains open until April 7. The comments will then be assessed and a decision made regarding the re-opening of the U.S. border to Canadian live cattle. Information posted indicates the discovery of a second cow with BSE of Canadian origin does not alter the U.S. Department of Agriculture's original risk assessment. The document states, "Enhancements the United States has made to its own BSE control program since the December 2003 detection - such as elimination of nonambulatory disabled cattle from the food chain, the removal of specified risk materials (SRM) from human food, and increased surveillance - and the adoption of equivalent measures by Canada, continue to support our basic conclusions that ruminants and ruminant products can be safely imported." The document also invites comment on a proposal to allow the importation of beef from cattle over 30 months of age, stating "We now believe it would not be necessary to require that beef imported from BSE minimal-risk regions be derived only from cattle less than 30 months of age, provided equivalent measures are in place to ensure that SRMs are removed when the animals are slaughtered, and that such other measures as are necessary are in place. We believe such measures are already being taken in Canada."
