It is true that the most imperfect republic is a thousand times better than the most enlightened monarchy, for at least in the republic there are moments when, though always exploited, the people are not oppressed, while in monarchies they are never anything else. Mikhail Bakunin T he social-capitalist states of continental northern Europe Belgium, the Netherlands, Denmark, Norway, and Sweden are often portrayed as leading exemplars of egalitarianism in the world. The pretense to egalitarianism reveals a paradox when one considers that simultaneously these states maintain the elitist system of monarchy, whereby only the offspring of a privileged family can aspire to the role of head-of-state. It is contended that the monarchs in these northern European nations are popular and that the citizenry support the monarchy. This may well be true but it doesn’t detract from the fact that the scions of one family are born into prestige that is unattainable, except through marriage, for the progeny of other families. Nevertheless it not argued here for overturning the democratic will of the people to institute egalitarianism. Canada is often perceived as a nation along the lines of the social-capitalist states of Scandinavia. Likewise Canada is also a constitutional monarchy. However, Canada’s monarchy is not homegrown but represented by British royalty.

History
In the Canadians (English- and French-speaking) wished to assert their distinctiveness. Many of these nationalistss repudiated the Monarchy in their attempt to produce a new Canada. They achieved quick prominence and began to publicize their views. Their attack on the symbols and substance of the Crown produced a public reaction in its defense. The republicans found little public support, and their opponents formed the Monarchist League of Canada in order to educate civil servants, bureaucrats, politicians, social leaders and the populace at large on the benefits of remaining under the Crown.

    The first five thousand copies of the Kweyol New Testament arrived at the Castries docks the previous morning - just in time for the official launching of the Kweyol Testeman Nef-la, last Sunday at the Castries Comprehensive School. Dignitaries included Governor-General Dame Pearlette Louisy, minister Damian Greaves, Archdeacon Randolph Evelyn, Justice Suzie d'Auvergne, Monsignor Theophilus Joseph. Also present the event were translators and publishers involved in the bible translation project and representatives of various island-based organisations with a stake in the development of the Kweyol language. Welcome to the Federal Government site! Canada is a parliamentary democracy, a federation, and a constitutional monarchy. Parliament is made up of the Queen, the Senate and the House of Commons. Most federal laws, including all bills that involve raising or spending money, are introduced in the House of Commons. Each Member of the House of Commons represents one of Canada’s 301 constituencies, or ridings. The Constitution provides that the mandate of a Parliament can last no longer than five years. Members of Parliament are chosen in federal elections that usually take place every three or four years. Almost all candidates in federal elections are affiliated with one of Canada’s political parties. The party that wins the greatest number of ridings or seats in the House of Commons usually forms the government. Its leader is asked by the Governor General to form a government and become Prime Minister. The party with the second largest number of seats forms the Official Opposition and its leader becomes the Leader of the Official Opposition. Canada’s ten provinces and three territories make a federation characterized by a distribution of powers between the federal Parliament the provincial legislatures.

Supporters' Circular for September carried the text of an address given by Justice Ken Handley at The Queen's Birthday luncheon. The Judge spoke of a televised incident during the Queen's official welcome at the Opera House earlier this year when an ABC camera crew approached an Australian of Indian extraction standing in the rain and asked him why he was there. His reply, in a clear Indian accent, was "Because we won."
That story reminds me of another that went to air on referendum day last November. A film crew approached a young woman, lavishly bedecked as a "Yes" voter, as she was leaving the polling booth. When asked what she would do if the referendum was defeated, she replied that she would have to leave Australia and go and live in a republic. When asked which republic, she replied "Canada!"
Shortly after the release of the official Olympic Games souvenir programme, the pro-republic article contributed by expatriate Australian Robert Hughes was the subject of a discussion on ABC Radio National. As I listened in amazement, I heard republican Gerard Henderson on the republican ABC rip into republican Robert Hughes for the many factual errors in his article. Even Henderson couldn't stomach Hughes. But then, why would Hughes, the self-styled art critic, know anything about today's Australia? He hasn't lived here for forty years!

The Queen is Queen not only of the United Kingdom and its overseas territories, but also of the following realms: Antigua and Barbuda, Australia, Bahamas, Barbados, Belize, Canada, Grenada, Jamaica, New Zealand, Papua New Guinea, St Christopher and Nevis, St Lucia, St Vincent and the Grenadines, Solomon Islands and Tuvalu. From the fifteenth century onwards, a number of territories came within British power at various times by settlement, conquest or cession. The administration of such colonies evolved in different ways, to reflect the different circumstances of each territory.
By the British North America Act of 1867, Canada became the first self-governing Dominion within the then British Empire. The Act set out a constitution with the executive authority vested in the Sovereign, and carried on in her name by a Governor-General and Privy Council, with legislative power exercised by a Parliament of two Houses, a Senate and a House of Commons.

I can understand when it's a contest for a trip to L.A. and a walk-on role in the next Batman movie as offered on www.emipromo.com/onstar/. They're pushing the OnStar car navigation system, and they want to reach "legal residents of the United States who are licensed drivers." Fair enough. But now some offers that I really care about are being blocked by the world's longest unguarded border. Things like online booking for really cheap airfares. Consider, for example, Orbitz LLC, the much ballyhooed joint venture of the major U.S. airlines. Even though these carriers serve Canadian cities, you probably won't be booking any cheap seats on them through Orbitz. Instead, you get the charming but useless message "We're sorry, we are unable to process your request because the FROM city is outside the U.S." At least they noticed! Orbitz was launched last June and by now you would think they could have done something for their (potential) Northern customers. When quizzed on this, an Orbitz representative told me that, "Yes, we do plan to serve the Canadian market in the future, however, we haven't announced a timeline at this point." In other words, we're not a high priority. Or maybe they feel that, in fairness, if they served Canada they would also have to do Portugal and the Channel Islands and Yap.

As in most republics, in most constitutional monarchies executive authority is vested in the head of state. It is today almost always combined with representative democracy, and represents (as a theory of civics) a compromise between total trust in the electorate, and in well-bred and well-trained monarchs raised for the role from birth. Queen Rania of Jordan states starkly that the difference between ruling a monarchy and ruling a democracy is that, in the latter, an error costs at most the next election, whereas a monarch might well lose their head.
Origins
The concept of constitutional monarchy owes its origins to the absolute monarchies for the later middle ages, where governmental authority was exercised by the monarch and his (or in rare occasions her) government. The development of popular participation in democracy saw power shifting to governments selected from and answerable to legislative assemblies and parliaments, producing more democratic systems of governments in which the monarch reigns but does not rule . Within constitutional monarchies, a sub-category exists, known as Popular Monarchy.

Marianopolis College Canada is said to have a constitution "similar in principle to that of Great Britain." Britain does not have a document that could be properly called a constitution. Its constitution is made up of several documents, and of decisions and conventions that are for the most part unwritten. The British constitution was the result of a long historical evolution. This evolution can be divided into two phases: 1) A long period through which Parliament wrested power away from the monarch and established itself as the supreme authority in the kingdom. 2) A second period, from1800 to today, where parliament became more democratic (universal suffrage, supremacy of Commons over the House of Lords etc.). The main characteristics of the British constitution applicable to Canada are that: 1) It is a constitutional monarchy. 2) It has Cabinet (or responsible) government. 3) Its Parliament is supreme (this was so until 1982). 4) The rule of law is established. 5) It is governed largely by conventions and usages that are binding on the participants.

In formal terms, Norway is a constitutional monarchy with a parliamentary democratic system of governance. Democratic because the source of political power and legitimacy according to the Constitution lies with the people, in that all citizens are able to participate in the Storting (Norwegian national assembly), county and municipal councils. Parliamentary in as much as the Government, as the acting executive power, cannot govern without the confidence of the Storting, the legislative power. Constitutional monarchy because the Government, in accordance with the original articles of the Constitution, derives its authority from the executive power vested in the King. Both democratic governance and the monarchy were established in the Constitution of 1814. Parliamentarianism was introduced in 1884. Today, the King has little real political power, but fills an important symbolic function as the Head of State and official representative of Norwegian society and industry. The monarchy also plays a crucial unifying role that becomes particularly evident in times of national crisis. This was clearly demonstrated during WWII, when King Haakon VII, who opposed the Nazi invasion of Norway in 1940, fled Norway to work against the occupation from exile in London. State power is formally distributed between three institutions: the Storting (the legislative power), the Government (the executive power) and the courts (the judicial power). In addition, the public administration, which was designed to serve the needs of the political bodies, is sometimes viewed as a fourth state power, as it now takes independent action and can exert influence on the shaping of policies. There is also a geographical distribution of political power into state, county and municipal levels.
