    The Crown in Canada At Confederation in 1867, the representatives of the four original provinces specifically chose the constitutional monarchy as part of the political framework of the new nation. The British North America Act (now called the Constitution Act, 1867 Dominion was adopted instead).     Canadian Government: History and Organization History
    In 1867 the British Parliament passed the British North American Act Some aspects of the Canadian government remained under control of the British government, but Canada acted as an independent country for the most part. The British North American Act provided Canada with its own constitution . The Act gave the federal government the power to create economic policy, such as trade, commerce and banking institutions. The provincial governments were given responsibility for areas of a local and private nature, such as education and health. The Act also gave the Canadian Parliament the power to create new provinces out of the territories. There are currently 10 provinces and three territories, with the most recent territory, Nunavut, being named in 1999. The Constitution Act, 1982 , ended Canada's need for the British Parliament to pass constitutional amendments, and enacted the Charter of the Rights and Freedoms , which guaranteed certain civil rights and freedoms.

    Canada is a constitutional monarchy and federal state with a democratic parliament. The Parliament of Canada, in Ottawa, consists of the House of Commons, whose members are elected, and the Senate, whose members are appointed. On average, members of Parliament are elected every four years. In October, 1987 Canada and the United States signed an agreement according to which all the custom duties between them were to be eliminated beginning with January, 1, 1989. Moreover, both the countries agreed upon finding out and eliminating of all the sources of environment pollution. Mulroney's and his political party's victory in November 1988 guaranteed that the agreement upon free trade would be adopted, too. The Socialist Party of New Democrats elected Audrey Maclalin, the deputy of Yukon as its leader in 1989. She was the first woman who had headed one of the largest parties of the country. When the international situation became more conservative and stable, the party started to win in regional elections - the new Democrats were elected governors of Ontario, Saskatchewan and British Columbia.

    "Canada's political structure can be described as both a constitutional monarchy and an independent democratic system. IN Canada, the head of state is Queen Elizabeth II. But while all government actions are carried out in her name, it is fact the people of Canada, through their elected representatives, who have the authority to act.
    The Queen delegates her duties - which are mainly ceremonial - to the Governor General for matters concerning Canada as a whole, to the lieutenant-governors for the provinces and to the commissioners for the territories.

    Canada's first people, the ancestors of the Native Americans, or Indians, arrived in North America from Asia around 40,000 years ago. Later arrivals were the Inuit (Eskimos), who also came from Asia. Europeans reached the Canadian coast in 1497 and a race began between Britain and France for control f the territory. France gained an initial advantage, and the French founded Quebec in 1608. But the British later occupied eastern Canada in1867, Britain passed the British North America Act, which set up the Dominion of Canada, which was made up of Quebec, Ontario, Nova Scotia and New Brunswick. Other areas were added, the last being Newfoundland in 1949. Canada fought alongside Britain in both World Wars and man Canadians feel close ties with Britain. Canada is a constitutional monarchy, and the British monarch is Canada's head of state. Rivalries between French and English speaking Canadians continue. In 1995 Quebeckers voted against a move to make Quebec a sovereign state. The majority was less than 1% and this issue seems unlikely to disappear. Another problem concerns the rights of the Aboriginal minorities, who would like to have more say n the running of their own affairs. To this end, in 1999, Canada created a new territory called Nunavut for the Inuit population in the north. Nunavut covers approximately 64% of what was formerly the eastern part of the Northwest Territories.

    The news that powerful forces are at work in Australia to sever ties with the British monarchy has emboldened a few voices in Canada to promote similar measures here. For instance, in his weekly column in The Globe and Mail , editor William Thorsell urges his fellow citizens to just grow up and "cut the apron strings" to the "ridiculous anomaly" that is our Royal Mom - the Queen of England. All that is required of us, he explains, is to replace the Windsors with a made-in-Canada imprimatur, and "presto, we are wholly adult at last." My central fascination with the subject has to do with the importance of maintaining constitutional continuity integral to the renewal of treaties with Indigenous peoples. I view imperial agreements with the First Nations as the only truly legitimate starting point for all non-Aboriginal claims of title and sovereign jurisdiction to the lands and waters of Canada. The debate over the place of the Crown is pivotal because it exposes so clearly how completely most activists on the right wing of politics, including Mr. Thorsell, have renounced the indigenous conservatism whose royalist hues were once so essential to the decorative tones of the Tory Party in Canada, Red, Blue or Purple. The real agenda of this steady assault on the institutions of the Crown, however, was to interate Canada more fully into the American empire and the presidential style of marketplace politics. What motivated Grant and others was this practical recognition that the real threat to Canada's independence was not the British legacy in our constitution but rather the expansionist thrust of Manifest Destiny in the United States. In the early 1960s, WL Morton, the great historian of Manitoba, devoted particular attention to clarifying both the historic and continuing significance of the Canadian monarchy. For the architects of Confederation, Morton argued, the structuring of the new Dominion on the British monarchy was not some "bait for dim-witted Tory voters" but rather "the essence of the scheme".
