Canadian Confederation
Canadian Confederation , or the Confederation of Canada , was the process of union between the provinces of Canada . It was finalized with the signing, by Queen Victoria of the British North America Act on March 29 Previous to 1867 British North America was a collection of seven separate colonies: Nova Scotia New Brunswick , the Province of Canada (now Quebec and Ontario Newfoundland Prince Edward Island Manitoba , and British Columbia . Only four of these joined Confederation at first, but all did eventually, the last being Newfoundland in The Act, which united the Province of Canada (which was also re-separated into Ontario and Quebec), New Brunswick, and Nova Scotia, came into effect on July 1 that year. July 1 is now celebrated every year as Canada Day (previously known as Dominion Day). While the BNA Act gave Canada more independence than it had before it was far from full independence from Britain. Foreign policy remained in British hands, the Privy council remained Canada's highest court of appeal, and the constitution could only be ammended in Britain. Gradually Canada gained more independence, culminating in the Constitution of 1982 where the final ties were broken.

    Hon. Charles Fitzpatrick, Member of Parliament and Solicitor General of Canada.
    (December 19, 1853 - June 17, 1942)
    The Right Honourable Charles Fitzpatrick played an active role in the evolution of Western Canada's political situation. In 1905, he took part, as the federal government representative, in the negotiations that led to the creation of the provinces of Alberta and Saskatchewan Charles Fitzpatrick's legal career was always as important as his political career. In 1885, he won renown as defence counsel for Louis Riel , then accused of treason by John A. Macdonald 's Conservative government. In 1897, he represented the Dominion of Canada before the London Privy Council in a case involving the fisheries. A member of the Liberal Party, Fitzpatrick sat in the Legislative Assembly of Quebec from 1890 to 1896, and in the House of Commons from 1896 to 1906. He was solicitor general (1896) and minister of justice (from 1902 to 1906) in Sir Wilfrid Laurier's government. It was as solicitor general in 1897 that Fitzpatrick met with Pope Leon XIII and succeeded in obtaining from the supreme pontiff the envoy of Cardinal Merry del Val to settle the issue of schools in Manitoba In 1906, Fitzpatrick resigned from politics and was named chief justice of the Supreme Court of Canada. When he resigned from that position in 1918, he was made lieutenant-governor of Quebec, a post in which he remained until 1923.

    We will examine some of the major questions that you ask at the beginning of the course about how the past has affected the present. We try to answer them by seeing how Native, European and other immigrant cultures have affected each other and been affected by the conditions in this country to make Canada unique. This should give you the basic knowledge and skills to go on to other more detailed courses and the minimum that a good Canadian should know about the country's history up to Confederation.
    Papers will be marked for style and content and we will discuss the best way for historians to explain what they want to say.

    Although "Abegweit" is the story of the Confederation Bridge, spanning the Northumberland Strait between New Brunswick and Prince Edward Island, it is also a video with a mission. That mission is to quell the apprehensions of the many islanders who vigorously opposed the bridge's construction.
    "Abegweit" is the Micmac Indian name for Prince Edward Island. Although the Fathers of Confederation met there before Confederation actually took place in 1867, Prince Edward Island did not join until 1873 when the federal government promised the islanders a year-round steamship service to link them to the mainland.
    For over a hundred years, the car ferries were an important part of island life, giving employment to many and pleasurable short voyages both to islanders and visitors. For farmers, they were a means of getting their produce to a wider market, and they also were vital links in bringing goods from outside to the island.

    The Task
    The modern concept of marine search and rescue, using both ships and aircraft in a complex network of communications, covers the entire country. When disaster strikes, whether it be at a long liner missing in the Atlantic, a pleasure boat in the Great Lakes, or a West Coast halibut catcher, the system is designed to provide the best possible help in the fastest way. Operating always in the provision of emergency services, often with uncertain information on which to base decisions for search and rescue, and sometimes under weather conditions among the worst in the world, it is not to be though that success is easy to attain. At all levels endless vigilance, much patience, some frustration and a never failing capacity for perseverance in the face of difficulties, precedes the successful conclusion of many incidents. On the technical side, a high level of professional skill, and the use of first class equipment, is essential. Apart from emergencies in a marine environment, misfortune may happen anywhere in the land mass of Canada, far outside the reach of helping agencies such as police, fire departments or medical aid. As the use of fixed-wing aircraft and continental communication is implicit in covering this range of possibilities, both marine and landward sides of the organization are combined under one co-ordinator, the Department of National Defence which, since July 1951, has been the principal agency for co-ordinating all search and rescue services.     (Executive Council) The following statement was issued today by Premier Brian Tobin. It was also read in the House of Assembly: Fifty years ago, at 11:59 on March 31, 1949, Newfoundland and Labrador became Canada's 10th province. The destinies of Canada and Newfoundland and Labrador had long been linked before our official joining through Confederation. Aboriginal people had left their footprints across the great expanses of the northern half of the continent. Migrants had braved ferocious seas to cross the Atlantic and wrest a living from the wilderness. Canada and Newfoundland and Labrador fought together on the battlefields of Europe, and forged even stronger ties through the defence of the North Atlantic in World War II. In 1949, we were not strangers. Newfoundland and Labrador and Canada were friends and allies. Through the exercise of democratic rights and the negotiations of two equal nations, both Canada and Newfoundland and Labrador agreed that, together, we could build a better country and a better future for all our people. Fifty years ago, on March 31, 1949, Newfoundland and Labrador entered Confederation as a full and equal partner with the other provinces. In the words of the Newfoundland novelist Margaret Duley, "Everywhere it was change, startling change. Newfoundland would never be the same again."
