Cambodia continues to remain closed to intercountry adoptions with the United States.

March 2004 The U.S. Department of State issued a recent notice about their meeting in Cambodia earlier in March. Click here for the notice. The U.S. Department of State meet with the Cambodian government in Phnom Penh in early March. The meeting discussed what steps have been taken within Cambodia since the moratorium took effect and what other issues must be considered before adoptions can resume. They were able to gather quite a bit of useful information on the current adoption situation and will be shortly forming recommendations to the Cambodian and US governments on how to proceed. All parties involved would like to see the Cambodian government take steps to create an adoption system with good safeguards for children, birth parents and adoptive parents. JCICS has confirmed that as a result of a multi-lateral effort, new draft legislation governing adoptions exists but it is not slated for implementation at this time. However, according to a State Department representative, legislation alone is not a United States requirement for the resumption of adoptions. Ensuring that resources and mechanisms for adoption processes are in place and functioning are key components to a future system. While initial reports of the meeting are positive, this should not be construed as an indication that adoptions will quickly resume. Once the delegation finalizes their report JCICS will update our website with any additional information.

Cambodia Who: Communist opposition, ethnic Vietnamese and Chinese, Buddhist monks When: 1975-79 Where: Kampuchea/Cambodia Estimated Numbers: Approx. 1-3 million killed in Cambodia Cambodia traditionally has suffered from ethnic rivalry leading to several exchanges of political power between the substantial Vietnamese minority and the Buddhist Khmer majority. When independence came in 1953, Prince Norodom Sihanouk took charge of the newly born state. A revolution led by General Lon Nol in 1970 temporarily dispelled the government. This government attempted to suppress the Communist and Vietnamese presence. In the meantime, the small Communist group, the Khmer Rouge, grew in popularity and by 1975 was able to take over, proclaiming the Republic of Democratic Kampuchea. The Vietnamese had long been in conflict with Kampuchea and responded to the violence against its nationals. A Vietnamese invasion in 1979 replaced the government with moderate Communists sympathetic to Vietnam's interests. The Khmer Rouge became a guerilla organization and began a civil war that continued until a tenuous peace was reached in 1991. Cambodia has offered an apology and compensation to Thailand after riots in its capital this week drove hundreds of Thais to leave the country. The statement, carried by national TV and radio, blamed Wednesday's riots in Phnom Penh on "extremists" exaggerating reports of attacks on Cambodians in Bangkok. Expressing "most profound regret", the Cambodian Government promised to compensate for the destruction of the Thai Embassy and to safeguard the property of Thais who had fled the country. Phnom Penh appeared to have returned to normal on Thursday evening apart from a heavy military presence in some areas, particularly around the airport. There was no sign of mobs, but the Thai Embassy at the focus of the riots is now a burnt-out shell, the BBC's Tony Cheng reports.

A Blind Eye to Justice in Cambodia By Balakrishnan Rajagopal The United Nations, which has had a terrible record in dealing with Cambodia ever since the horrific Khmer Rouge revolution, has now added a new chapter to the sorry tale. The United Nations recently abandoned its negotiation with the Cambodian government over establishing a tribunal for prosecuting Khmer Rouge leaders. The reason offered was that it would be too difficult to guarantee observance of international standards of justice. Surprisingly, international human rights groups have greeted this act with approval, because of their fear that the proposed tribunal would not measure up to international standards. Both the United Nations and the human rights groups are wrong on this matter. And by overstating the importance of international standards of justice, they have missed a great opportunity to continue to pressure Cambodia to build a culture of accountability. The United Nations' unenviable record in dealing with Cambodia goes back more than a quarter-century. The world body ignored atrocities during the Khmer Rouge's brutal reign in the 1970s, and it continued to recognize the Khmer Rouge as Cambodia's legitimate U.N. representatives until 1991, even though the whole world knew that they were mass killers. Worse, it refused to provide any systematic assistance to the Cambodian people during the 1980s, while aiding the Khmer Rouge by supplying them food in refugee camps on the Thai-Cambodian border.

ALEXANDER DOWNER 15 July 1997 CAMBODIA I met the Cambodian Ambassador today to convey directly to him Australia's position on the latest developments in Cambodia. The Government today has decided to suspend defence cooperation with Cambodia. The programme will be reviewed in the near future. The programme involves expenditure of an estimated $2.1 million this financial year on projects including communications training, maritime maintenance and English language training. In the meantime, a limited number of Australian Defence Force personnel will remain in country. Australia's contribution to the important humanitarian work of mine clearing will continue. The Government is in contact with other donors to Cambodia about the future of aid programmes. The future of Australia's aid programme will take into account whether the situation on the ground allows for an effective aid programme to be delivered, the policies of the Cambodian government, and the views of other major donors and the ASEAN members. At this stage, the Government is continuing aid projects for humanitarian reasons. The Government has allocated $32.1 million for projects with a strong poverty alleviation focus in Cambodia in 1997/98, including in the areas of education, health, rural development and de-mining assistance.

Thousands of starfish had been washed up and were stranded on the shore. Stooping down, the monk carefully lifted a single creature and returned it to the sea and safety. His young disciple wondered aloud why his master bothered to do this when it made little difference to the mass of helpless creatures. As they walked along, the monk picked up another single starfish and gently replied "It makes a difference to this one" as he returned it to the sea.
