1999 NCC News Archives Cambodian Government Honors CWS Dec. 22, 1999, NEW YORK CITY Twenty years ago, when Phnom Penh lay in ruins after years of war and Cambodian people were in the grip of widespread famine, representatives from several non-governmental agencies flew in to assess humanitarian needs. "There was no electricity and no water, and the relief workers fanned out in the city then got back on the plane to bring back reports to their agencies," recalled the Rev. Dr. Rodney Page, Executive Director of Church World Service (CWS), the relief and development arm of the National Council of Churches (NCC). "But one representative stayed behind and lived there for six months: Perry Smith of Church World Service and CWS is still there." Church World Service was among 10 NGOs honored at a ceremony held in The Chaktomuk Hall in Phnom Penh, Cambodia on November 18, during which Cambodian Prime Minister Samdech Hun Sen highlighted the "close partnership and strong solidarity which exists between the Royal Government of Cambodia and the NGO community." In attendance were representatives from the 10 non-governmental organizations (NGOs), including Dr. Page, Ms. Linda Hartke and Mr. Howard Jost of Church World Service. Ms. Hartke served as CWS Country Director in Cambodia from 1992-1997 and is currently CWS Director of Programs and Operations. Mr. Jost is the current CWS Country Director in Cambodia.

Cambodian government anarchy delays plans for U.N. war-crimes tribunal

PHNOM PENH, Cambodia
(KRT) - The seven-month deadlock over the formation of a new Cambodian government has again delayed plans for a U.N. war crimes tribunal to judge 10 senior leaders of the Pol Pot regime, men allegedly responsible for the death of up to 2 million people in the country's notorious killing fields. For the past four years, the reluctance of Prime Minister Hun Sen's government to proceed with the trials has become an example of the difficulties the international community faces when it attempts to confront a country's dark past. In the meantime, Cambodia, once the target of a global rescue effort, has regressed into virtual anarchy. Eleven years ago, a United Nations task force spent $2 billion to guide this small, war-torn nation toward democracy. An additional $3 billion has since been contributed for reconstruction and development.

PUNE: On June 17, 2002, the Royal Government of Cambodia conferred its highest honour for foreigners, Commander of Sahamitra, on Puneite Ramanathan Natarajan.
An ex-IAS officer,Natarajan is the first Indian to receive the coveted title for bringing about socio-economic reforms in Cambodia. “When the entire world had ostracised Cambodia, India and the Soviet Block were the only two countries who were neutral towards them,” said Natarajan, who played a crucial role in helping the Cambodian Government in drafting their first five-year plan in 1995.
“Nearly three lakh people lived in refugee camps.We had to inform the rest of the world the hardships faced by these people,” said Natarajan. In 1992, with the help of the Japanese government, he organised the first ever major international donors’ meeting in Tokyo. “The meeting fetched the war-ravaged country nearly $ 880 million,” exclaimed Natarajan. Realising the exigency to uplift the country on a socio-economic front, Natarajan drafted socio-economic policies for the government.

illegally approved setting up a plantation in a national
park that's home to the biggest habitat for the country's
elephants, conservation groups charged Wednesday.
A company named Green Rich was awarded a land concession to clear 18,000 hectares (44,478 acres) and set up an acacia and eucalyptus plantation and wood processing facility in Botum Sakor National Park, according to Global Witness, a London-based forestry watchdog.

Cambodian government to appeal backpacker verdict
PHNOM PENH, July 20 (AFP) The Cambodian government will appeal the decision by a Phnom Penh court to acquit a former Khmer Rouge commander charged with the kidnap and murder of three western backpackers, diplomats said Thursday.
The surprise decision to appeal the verdict handed to former rebel leader Chhouk Rin was announced to diplomatic representatives from France, Australia and Britain by secretary of state for the foreign ministry Ouch Kim An.
"We have just been informed that the Cambodian government has decided to appeal against the Chhouk Rin decision," Australian charge d'affaires Paul Grigson told reporters after the meeting at the foreign ministry.
"We are very pleased with that ... as you know Australia and certainly the other governments were deeply concerned and we welcome the quick action that has been taken," he said.
He said no timeframe had been discussed for the appeal, but that diplomats hoped it would be soon.
French Ambassador Andre-Jean Libourel said he hoped the appeal would bring justice for the families of the slain men.

Cambodian government agrees to delay "embarrassing" Khmer Rouge trial AFP, August 3, 1999 PHNOM PENH, Aug 3 (AFP) - Cambodia's government agreed Tuesday to keep the lid on potentially embarrassing courtroom revelations of captured Khmer Rouge chief Ta Mok by extending his detention without trial for three years, officials said. "We agreed to propose a draft law extending the detention period up to three years," announced Monh Saphan, an MP for the royalist and coalition government member party FUNCINPEC. The controversial new law, scheduled to be voted on next week in what should be a formality, applies to those charged with involvement in "genocide, crimes against humanity or war crimes." It also comes despite the announcement from court officials that the 73 year-old Ta Mok, dubbed "The Butcher", was ready to be put on trial in three weeks. Under existing law he must face trial before early September, six months after he was arrested on March 6 and charged with treason, but he now looks set to remain languishing in silence and out of sight for years. "This law is to legally detain the criminal and wait for the formation of a mixed court," argued Monh Saphan, referring to a proposed "international style" tribunal preparations for which have so far been extremely slow.

The process of establishing a special court for Cambodia stalled when in February 2002, despite progress made in negotiations with Cambodia, the UN withdrew its commitment to the project. On January 6, 2003 negotiations restarted following a UN General Assembly resolution of December 2002. Then, on March 17, Cambodian and UN officials agreed on a draft framework for a tribunal to prosecute leaders of the Khmer Rouge, which has been approved by the Cambodian government and now awaits the approval by the UN General Assembly. To date, no one has been brought to justice for the crimes committed during the reign of the Khmer Rouge. The need for justice
Negotiations with the United Nations
Unfortunately the process broke down with Cambodia becoming unwilling to accept UN concerns about independence and due process. Instead, Hun Sen sent his proposal to the National Assembly. Although the enabling legislation was passed, the bill was returned to the legislature by the Constitutional Council in February 2001 because of internal discrepancies over the death penalty provisions. The UN looked to the Cambodian government to modify its stance but after further discussion, and much procrastination by the government, the UN withdrew from negotiations stating that they could not move forward until Cambodia was willing to accept the conditions necessary for a fair trial.

Agence France-Presse - November 19, 1999 PHNOM PENH, Nov 19 (AFP) - A senior Cambodian government official has ruled out legalising prostitution, but admitted the government has failed to tackle the industry's enormous health risk and abuse of sex workers. "The government is not denying prostitution is a social crisis, and the way the government has dealt with the problem has not been effective," Minister for Women's Affairs Mu Sochua told a forum of the Foreign Correspondents Club late Thursday. "But let's not look at a solution for today, but one that addresses the root cause of the problem which is poverty." With half of Cambodia's 20,000-strong sex workforce feared to be infected with the HIV (human immuno-deficiency) virus, which causes AIDS (Acquired Immune Deficiency Syndrome), there has been mounting debate here on whether decriminalisation of prostitution could help control the booming industry. However Mu Sochua argued that while there was an urgent need for greater protection for prostitutes most of which are trapped in slave-like conditions she said any steps to legalise the multi-million dollar business would never be passed by the government.
