The prospects for teaching in California have never been better. Education leaders predict a need for an additional 250,000 qualified teachers in California by the year 2010. Entry-level teachers can expect better salaries, improved benefits packages, and greater opportunity for professional development. Consider the following facts: Student enrollment is increasing significantly . Enrollment in California's public schools will increase by approximately 1 million students by 2005, according to the California Center for Teaching Careers. This figure is expected to reach 2 million by the year 2010.
California teachers are retiring in record numbers . Beginning in 2001, a large portion of California's teachers will reach retirement age. As veteran teachers retire in record numbers, the California Teacher's Association predicts an acute shortage of teachers beginning in 2006.
Reduction of class size . As part of an effort to improve the quality of teaching in public schools, federal and state educational policymakers have recognized a need to reduce class size. Lower student-teacher ratios will compound the need for more teachers nationwide, according to the National Education Association.

Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

TEACHER CERTIFICATION PROGRAMS VIA DISTANCE LEARNING Many colleges and Universities offer K-12, teacher certification programs at a distance. Shown below are the links, point-of-contact information, and brief descriptions for the programs identified so far. When available, more will be added to this list, and some will appear in the DANTES External Degree Catalog. The list appears below in alphabetical order. We do not endorse one program over the other. Research carefully, giving consideration to cost, program length, academic and professional requirements, and how/when any on-campus courses or practice teaching may be accomplished. Critical Reminder : Most of these programs tend to be very state-specific and may even be limited to state residents. Also, teacher certification or licensure is controlled by the state in which the teacher plans to teach. The overriding goal of the University of Southern California Rossier School of Education Latino and Language Minority Teacher Projects ( L mtp ) is to increase the number of Latinos(as) and language minorities in the teaching profession by creating a career track for practicing language minority paraeducators.
The primary strategy in achieving this goal is to provide support and assistance, financially, socially and academically to promising paraeducators to enable them to successfully complete a teacher education program and become successful bilingual teachers. December 22, 2000 2000-R-1174 ALTERNATE ROUTE TO TEACHER CERTIFICATION By: Judith Lohman, Chief Analyst You asked the following questions about Connecticut's alternative route to certification (ARC) program for teachers: (1) how many are enrolled in the program, (2) how many fail to graduate, and (3) whether ARC graduates must meet the same standards as other certified teachers. You also asked for a comparison of Connecticut's ARC program with those in several other states. SUMMARY
    There are currently 163 students enrolled in the state's ARC program, according to the Department of Higher Education (DHE), the agency that administers it. In 1999 (the most recent year for which figures are available), 158 out of 159 participants graduated unconditionally. ARC graduates must meet the same requirements as other applicants for teacher certification. According to the National Education Information Center, 40 states have a total of 115 ARC programs of various types. Because the programs vary widely, the center groups them into eight classes. Certification Virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
STATE OF MICHIGAN
The State of Michigan charges a substantial fee (approximately $125.00) to issue a Provisional certificate. Information on this is provided during directed teaching.
The Teacher Education program at Calvin College matches or exceeds the requirements for a Michigan Provisional certificate. Because Calvin College is accredited by the National Council for Accreditation in Teacher Education, graduates can more easily obtain certification in other states.
However, many states are presently changing their certification requirements. For example, the states marked with an asterisk (*) now require a course in teaching the exceptional child. If you are an elementary teacher and if one of these states is your home state, or if you are quite certain you may teach in one of these states, you should consider taking a course in the exceptional child.
A number of states, such as California, require a master's degree or its equivalent for regular teacher certification. All states require some sort of validation after a teacher completes a college program.

Is there still a Teacher Shortage in California?
September 20, 2002 California's flagging economy is adversely affecting school district hiring throughout the state. Add to this the new state requirements for teacher certification and the water becomes muddy, indeed. Yes, California will still need thousands of new teachers in the next decade. However, when budgets get tight - as they are now - liberal hiring practices tend to go out the window. Since class size reduction is not compulsory and funding is scarce, many school districts are forced to use fewer teachers to cover larger classes. Also, many school districts hired interns and pre-interns who are now in the credential pipeline - teaching in the state's classrooms as they work on obtaining certification. Both circumstances have led to fewer new hires this year than in each of the last ten years. If that's not enough, the state of California is in the throws of implementing an entirely new certification process in compliance with SB2042. Under the current two-step system, students with a bachelor's degree plus a fifth year of education in a credential program earn a "clear teaching credential." The new system awards a "preliminary credential" after these two steps, but requires an additional two years of teaching experience in the public schools before a "clear credential" can be obtained. In addition to measuring the quality of teacher practice, teacher assessment also serves to further the dialogue about what is considered good teaching practice. ASDS is involved in teacher assessment projects that are making use of new methodologies to document teacher knowledge and skill, both for formal certification and for teacher support and improvement. These include projects that address a specific need for a targeted group of teachers (e.g., certifying teachers to teach English language learners, helping beginning teachers improve their practice) as well as projects that are targeted at improving teacher quality in different academic areas (e.g., science and arts).
