    Goals and Context
Located 60 miles directly east of Los Angeles, San Bernardino County and the city of Fontana are magnets for new immigrants to California. In Fontana Unified School District (FUSD), the population of Hispanic studentsthe district's largest language minority groupincreased from about 19 percent in 1980 to almost 50 percent in 1993. Since 1986, the district has enjoyed the leadership of a vigorous superintendent who has established strong, cooperative relations with the community, the Board of Education, and the faculty, and who has encouraged innovation and risk-taking. District staff members characterize the superintendent as a charismatic leader who promotes organizational arrangements that support professional development and empowerment. Rather than dictating or directing, central office administrators provide opportunities for staff to acquire the knowledge and skills needed to make informed procedural decisions that affect their work. According to the coordinator of bilingual and ESL programs, "Staff development became the district's key to change through learning and collaboration." A late 1980s needs assessment revealed that increased immigration to the area demanded an immediate increase in efforts to provide educational services to language-minority students. However, educators certified to teach students with limited English proficiency were in short supply throughout the state. District officials reported to the California Department of Education a shortage of 88 such specialists in 1989.

2175 Rayburn House Office Building Washington, DC The Administration and the Congress of the United States are being called upon again to respond to the growing need for more and better teachers. According to the latest teacher supply and demand projections, the nation will need to hire 2.2 million people to teach who are not currently teaching in the nation's elementary and secondary schools in the next decade. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor.

National Board Certification: Is It for You?
National board certification began as a concept to reward teaching excellence. Today, it has grown into a national system of judging superior classroom practice. But what is it like for teachers going through the national board certification process? This week, Education World explores the reality behind the rhetoric as we ask educators around the nation to describe their experiences. When Donna Morin peeked into the large red and blue box she had just received from the National Board for Professional Teaching Standards , she almost closed it up and sent it back! Inside were all the materials she would need to become a national board certified teacher mailing labels, standards for her discipline, and a notebook full of requirements. "It was quite overwhelming," the Pulaski Middle School teacher in New Britain, Connecticut, told Education World.

THIS DIGEST WAS CREATED BY ERIC, THE EDUCATIONAL RESOURCES INFORMATION CENTER. FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC TEXT: Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements.
