California provides significant educational opportunities and health programs to private school students. Recordkeeping/Reports: Transportation. Instruction in English: Discrimination: Teacher Certification: Curriculum: Special Education: Health: Safety: et seq. Transportation: State subsidized transportation for children attending parochial schools is proper under the California Constitution in view of the broad police powers of the state to promote educational welfare and safety of the children. Bowker v. Baker, 167 P.2d 256 (1946). Public Aid for Private Schools/Private School Students: The California Constitution prohibits the appropriation of public money for the support of sectarian or denominational schools or any other school not under the exclusive control of the officers of the public schools. Cal. Const. Art. IX. Section 8. In addition, Art. XVI. Section 5. prohibits any public support for a school controlled by any religious creed, church, or sectarian denomination, including any grant of personal property or real estate. The lending of textbooks, without charge, to students attending nonprofit, nonpublic schools violates the California Constitution prohibiting appropriations for the support of sectarian schools.

California universities and public schools face massive budget cuts
By Kim Saito 15 January 2003 Use this version to print Send this link by email Email the author The increases took effect January 3, 2003 at all Cal State University campuses and UC Berkeley, which is on semester system. Fees will go up at all other UC campuses, which operate on a quarterly system, in March 2003. The last time fees were raised was in 1994. On December 6, Governor Davis issued proposals for midyear revisions to the 2002-03 state budget to coincide with the opening of a Special Session that he called to address the fiscal crisis. Twelve days later Davis adjusted his shortfall estimate to almost $35 billion, almost 45 percent of the total level of $77 billion in the General Fund spending on all programs approved in the 2002-03 Budget Act. He then proposed an emergency $1.734 billion midyear spending reduction in Proposition 98 programs, affecting education. Over the recent period, several new campuses were built by Cal State and UC; new public schools went up; class sizes were reduced; teacher pay increased; public health facilities expanded; new roads were approved; and about 40,000 public service employees were added to the state payroll.

In 1991, a task force was established to write the report "Student Diversity in California Schools." The goals, objectives and recommendations developed by this task force served as the basis of this position statement developed by the Diversity/Equal Educational Opportunity Committee.

With its Education First initiative, Pacific Bell is giving public schools, libraries and community colleges the chance to join the information highway and take advantage of it any way they choose. July 1995 Problem/Situation: Some schools can afford to take advantage of technology learning tools, while others can't. Solution: Pacific Bell's Education First initiative is giving all public K-12 schools, public libraries and community colleges in California an opportunity to hook up to the information highway and receive a year of service for free. By Justine Kavanaugh Staff Writer The wealth of information available on the information highway is perhaps most valuable for students and education as a whole. But the fact that things like access to the Internet and online services are now widely available doesn't do much good if tight school budgets don't give students the chance to take advantage of such opportunities. But a new initiative - called Education First - may fill this gap for many California schools. Education First is, to date, the largest private sector initiative ever undertaken to connect schools and libraries to the information highway. The initiative, sponsored by Pacific Bell, is dedicated to accelerating the deployment of education technology in California. It includes $100 million in communications services from Pacific Bell and installation of T-1 lines allowing for telecomputing and interactive telelearning capabilities.

Higher education is shaping up to be the most contentious issue in the budget deliberations, in no small part because the issue appeals to middle-class voters and not just the poor. The Senate budget subcommittee on higher ed plans another hearing on the issue today, to put the spotlight on Schwarzenegger's agreement with university officials to cut their budget next year and then increase it modestly thereafter. The Democrats alternative would give both the UC and the CSU 2.41 percent cost of living increases, provide $85 million for student outreach, and increase fees by less than the governor is proposing (10 percent for undergrads compared to Schwarzenegger's 14 percent.)
