Obviously, the board hires the superintendent, so it exerts great influence on this direction at that time. The exact duties and responsibilities of the school board vary from state to state. But in Illinois at least, the role of the board in setting educational goals goes further. Here are two items from the state education code that relate to this: The district school board is explicitly given authority "to direct what branches of study shall be taught" (section 10-20.8 of the state ed code). Moreover, the role of the superintendent regarding curriculum is legally restricted to making a recommendation to the board: The district superintendent is required to "make recommendations to the board concerning ... the selection of textbooks, instructional material and courses of study."
