I greatly respect the leadership shown by the mayor of the District of Columbia and by the senator from California, who are willing to take a fresh look at children who need help. But, it rarely ever happens unless somebody says: I want this for my child, or my school district. A US Air Force officer in California recently accused President Bush of deliberately allowing the September 11 terror attacks to take place. The officer has been relieved of his command and faces further discipline. The controversy surrounding Lt. Col. Steve Butler's letter to the editor, in which he affirmed that Bush did nothing to warn the American people because he "needed this war on terrorism," received scant coverage in the media. Universally ignored by the press, however, was that the officer was not merely expressing a personal opinion. He was in a position to have direct knowledge of contacts between the US military and some of the hijackers in the period before the terrorist attacks that destroyed the World Trade Center and damaged the Pentagon. Lieutenant Colonel Butler, who wrote in a letter to the editor of the Monterey County Herald charging that "Bush knew about the impending attacks," was vice chancellor for student affairs at the Defense Language Institute in Monterey, California — a US military facility that one or more of the hijackers reportedly attended during the 1990s. In his May 26 letter to the newspaper, Butler responded to Bush supporters, who had written the paper opposing the congressional investigation into the September 11 events. He wrote:

SDSC to Host California Military History Educational Project Site
Although grade-school kids and most of their parents weren't around to experience World War II in person, they will be able to learn about it from the veterans themselves via the Web. The California Military History Educational Project ( CMHEP ) will be hosted on San Diego Supercomputer Center servers as part of the SDSC Science and Technology Outreach program. SDSC partners with museums, educators, and the San Diego community to identify and meet their science and technology needs. Other partners include the Hayden Planetarium in New York City and W4 Communications, a local company that provides Internet satellite connectivity to universities in the Southern Hemisphere. The co-director of the project, deputy commander of the southern region for the California Center for Military History , Ralph Ramirez, said he's delighted to work with SDSC. "I would like to thank the leadership at the San Diego Supercomputer Center. We look forward to a long and mutual beneficial relationship." SDSC will be providing Web space and technical support for CHMEP. The project will collect and store oral histories of survivors, create a "virtual field trip" on the Web, include online lesson plans, teacher resource kits, photo archives, data banks, special collections and links to other resources related to the study of California's role in WWII.

In the letter, the ACLU affiliates urge the school districts to protect the privacy of students by setting up user-friendly procedures that notify students and their families of their rights and makes it easy for them to opt out. Military Department (8940)
The Military Department is responsible for the command and management of the California Army, Air National Guard, and four other related programs. To support the operations of a force of 23,000, the department maintains a headquarters complex in Sacramento, 127 armories, 33 equipment maintenance facilities, and 10 air bases throughout the state. The missions of the National Guard are to provide combat-ready forces to the federal government at the direction of the President, to contribute emergency public safety support at the direction of the Governor, and to otherwise assist the community as directed. The 2001-02 Governor's Budget proposes departmental expenditures of $538 million. Of that sum, $487 million would come from the federal government, although only $46.5 million in federal funds would be appropriated through the budget bill. The remainder of the federal funds are allocated directly to the National Guard by the federal government. The budget bill also authorizes $47.6 million from the state General Fund, an increase of $9.5 million, or 25 percent, in the budget year. The balance of the request ($3.7 million) is from reimbursements and a special fund.
Continue Cadet Corps Positions as Limited Term Until Evaluation is Complete
We recommend that the Legislature reject the Governor's budget proposal to make the California Cadet Corps (CACC) administrative positions permanent, because the Military Department has not submitted an evaluation demonstrating CACC program effectiveness.

They filed past Oakland Mayor Jerry Brown, whose idea to create the first charter school in California to pair military discipline with college preparatory classes faced an uphill battle from the start.
"Young people like structure," Brown said. "You gotta have structure where everyone knows the story. Form creates clarity."
The Oakland Military Institute, Brown's answer to reforming the Oakland public schools, was rejected first by the Oakland school board and then by the Alameda County Board of Education. Both said that $3 million in federal and state funding was too much to spend on a school serving just 175 children when there are 52,000 in the Oakland public schools.
But with a little assist from military school graduate and Brown ally Gov. Gray Davis, the school was eventually granted a charter from the California Board of Education.
