RICHARD C. ATKINSON, President, University of California Significant differences in academic preparation exist from one school to another, which impact students' academic aspirations and achievement. Those groups who are least represented in higher education, African American, American Indian and Latino, remain most concentrated in the bottom tier of K-12 schools, as measured by a variety of academic performance indicators, such as four-year completion rates, enrollment in courses required for university admission, and qualification for Advanced Placement credits at the college level. Each University of California campus has formed unique and distinct partnerships with educationally disadvantaged high schools and associated feeder junior high and elementary schools in their area to fulfill the objectives of increasing diversity. Berkeley Under the Berkeley Pledge, UC Berkeley has organized a regional collaborative with some 40 elementary, middle and high schools in low-income neighborhoods in the San Francisco Bay Area. Campus efforts focus on teacher, students, and curriculum. In addition, Berkeley is providing writing workshops for teachers and writing mentors for students, assistance in how to best integrate math/literacy and science curricula, and on-line activities in the Interactive University for San Francisco and Oakland high school students.

Davis signs budget that largely protects K-12 schools With representatives from the California School Boards Association and other key players in the process looking on, Gov. Gray Davis signed a budget Saturday that does not raise taxes and preserves the Proposition 98 guarantee to public schools. In an important victory for the education community, the budget does not include a change in the age of admission to kindergarten. Representatives from CSBA said it’s also crucial that the budget does not count Stage 2 childcare allocations in the Proposition 98 guarantee. The governor thanked members of the Education Coalition, and representatives from law enforcement, labor unions, fire fighters and the environmental community - many of whom were invited to the signing ceremony. CSBA President-elect David Pollock and Rick Pratt, assistant executive director of governmental relations, were among those representing organizations that played key roles in the budget development process who stood with Davis during the signing, because, Gov. Davis said, “they have been with me from the beginning.” The governor said that for the remainder of his term in office, he will continue to “fight for better education,” to protect the environment, the make the state safer, for “sweeping” changes in workers’ compensation and to make “real structural reform” in the way essential state services are funded.

    By Vicki Kemper, Los Angeles Times, 9/30/2003 WASHINGTON Missing from the schedule of many students this year is one class that used to be a staple: physical education. From North Carolina to California, physical education classes have been squeezed out of the school day, a trend that parallels a national increase in childhood obesity. ADVERTISEMENT In 1991, 4 in 10 high school students took gym classes daily; 10 years later, the proportion was barely one-third. In 1980, just 5 percent of school-age children were severely overweight; 20 years later, the number jumped to 15 percent. Few would argue that the one trend is completely responsible for the other, but a lack of physical activity, in school or out, is a significant contributor to obesity. But faced with shrinking budgets and growing demands for improved academic performance on standardized tests, mandated by the federal No Child Left Behind Act, many school systems see physical education as a course they can no longer afford.

    Need help with terminology? Check the glossary When California's economy had a strong recovery in the mid-1990s, public schools were among the first to benefit. By 2001-02, spending per K-12 pupil placed California 35th in the nation, compared to 41st just five years earlier. The gap with the national average was $763, according to the National Education Association (NEA). California’s expenditure was $7,324, the national average $8,087. California inched up in comparison to the other 9 largest states, passing Florida and approaching Texas. As Figure 1 shows, however, California ranks 9th and spends dramatically less than the east coast states of New York and New Jersey.
    California's per pupil expenditure was near the national average in 1976-77. The state's rank dropped sharply in the early 1990s. An upturn that began in 1995-96 provided extra funding until the market collapse in 2001. California is still below the national average. California: tops in teacher salaries but almost last in pupil-teacher ratio In 2001-02 California schools had more students per teacher than all other states except two and almost five students more than the U.S. average. The pupil-teacher ratio, which is the number of students enrolled per full-time equivalent teacher, gives an indication of class size. The ratio in California was 20.8 students per teacher in contrast to the U.S. average of 15.9. Only Utah at 21.1 students per teacher and Arizona at 21.0 exceeded California, while Vermont had the smallest ratio at 11.5.

    Each spring, California students in grades 2 through 11 take a series of tests through the Standardized Testing and Reporting program, more commonly known as STAR. First administered in 1998, the STAR program requires all public schools in California to test students between mid-March and mid-June of every year. The testing program has two parts.
