The National Clearinghouse on Child Abuse and Neglect Information was established in 1974 by the Child Abuse Prevention and Treatment Act to collect, organize, and disseminate information on all aspects of child maltreatment. The National Adoption Information Clearinghouse was established by Congress in 1987 to provide free information on all aspects of adoption. The Clearinghouses are a service of the Children's Bureau, Administration for Children and Families, U.S. Department of Health and Human Services.

The California Endowment Scholars in Health Policy at Harvard University is a one-year, full-time, academic degree-granting program, designed to create health professional leaders capable of advancing multicultural health interests in the public, nonprofit, and academic sectors. The program is designed to incorporate the critical skills taught in schools of public health, government, business, and dental medicine. Scholars are required to complete the course requirements that lead to a master's degree in public health or in public administration, as well as receive advanced leadership training, including leadership forums and a seminar series conducted by leading scholars and nationally recognized leaders in minority health and public policy, site visits, shadowing public health leaders and supervised practicum. Each scholarship will provide support including a $50,000 stipend, full tuition for a master's degree, health insurance, books, travel and related expenses, and financial assistance toward the support of a practicum project.
Direction and administration of the program is provided by the Minority Faculty Development Program (MFDP) at Harvard Medical School (HMS). MFDP was established in 1990 to serve as an umbrella organization for minority recruitment, development, and retention initiatives undertaken at HMS and affiliated hospitals. Joan Y. Reede, M.D, M.P.H, M.S., Dean for Diversity and Community Partnership, director, MFDP, and Program Director of the California Endowment Scholars in Health Policy at Harvard University, provides overall supervision and direction of program development, implementation and evaluation.

Kevin Grumbach, MD is Professor of Family and Community Medicine and Health Policy at the University of California, San Francisco His research on topics such as primary care physician supply and access to care, racial and ethnic diversity in the medical profession, and the impact of managed care on physicians have been published in major medical journals such as The New England Journal of Medicine and JAMA and cited widely in both health policy forums and the general media. He co-authored the book, Understanding Health Policy-A Clinical Approach , published by Appleton-Lange. Portions of the book have been excerpted in serial form by the Journal of the American Medical Association, and the book has become the best-selling textbook on health policy. He has received a Generalist Physician Faculty Scholar award from the Robert Wood Johnson Foundation, and in 1997 was elected member of the Institute of Medicine, National Academy of Sciences. Dr. Grumbach practices family medicine at the Family Health Center at San Francisco General Hospital.

CLU's Master of Science degree in Clinical Psychology emphasizes both research and counseling skills. Students gain an understanding of psychological disorders and methods of treating those disorders. Students have the option to focus on child and adolescent therapy or psychiatric rehabilitation. The curriculum is designed for students who plan to continue their graduate studies in a doctoral program. Classes are taught in the evenings and occasionally on Saturdays to accomodate adult students who are employed full-time.

Publications Registered Sex Offenders (Megan's Law) California for more than 50 years has required dangerous sex offenders to register with their local law enforcement agencies. However, information on the whereabouts of these sex offenders was not available to the public until the implementation of the Child Molester Identification Line in July 1995. The information available was further expanded by California's Megan's Law in 1996 (Chapter 908, Stats. of 1996).
Megan's Law is named after seven-year-old Megan Kanka, a New Jersey girl who was raped and killed by a known child molester who had moved across the street from the family without their knowledge. In the wake of the tragedy, the Kanka's sought to have local communities warned about sex offenders in the area.
Now, California's Megan's Law arms the public with certain information on the whereabouts of dangerous sex offenders so that members of our local communities may protect themselves and their children. The law also authorizes local law enforcement to notify the public about high-risk and serious sex offenders who reside in, are employed in, or frequent the community.
The law is not intended to punish the offender and specifically prohibits using the information to harass or commit any crime against the offender.

Assessing the New Federalism
Assessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility for social programs from the federal government to the states, focusing primarily on health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. In collaboration with Child Trends, Inc., the project studies changes in family well-being. The project aims to provide timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia, available at the Urban Institute's Web site. This paper is one in a series of occasional papers analyzing information from these and other sources.
