"Community Indicators of Alcohol and Drug Abuse Risk" County Prevention Profiles have been updated for 2004. This report compiles data on 26 community indicators, including measures of risk factors associated with alcohol and other drug use, measures of overall substance use prevalance, and measures of the consequences associated with problem use. Its purpose is to provide relevant information to facilitate county planning and monitoring of prevention outcomes. The report is designed to serve as a tool for planners, policy-makers, and practitioners in the field, and may be especially useful for those counties applying for the State Incentive Grant (SIG). High Court Hears Same-Sex Marriage Cases
Attorneys, media representatives, and members of the public watched oral arguments in two same-sex marriage cases, Lockyer v. City and County of San Francisco and Lewis v. Alfaro , argued before the California Supreme Court on May 25. Due to high interest in the cases, the high court permitted live broadcast of the hearing and provided a live feed to viewers in the auditorium of the Milton Marks Conference Center in the Hiram W.     Stroke and General Rehabilitation Every year thousands of Americans are struck by disabling diseases, impairing their ability to communicate, ambulate, and manage their daily lives. The Stroke and General Rehabilitation Program at the Rehabilitation Center seeks to restore the disabled individual to the highest level of independence possible as well as to foster optimal psychological, social, vocational and economic adjustment. This program at the Rehabilitation Center specializes in the following disabling conditions:
    • Stroke Arthritis Burns Cancer Mutliple Sclerosis Amputations Neuro-muscular Diseases Post-Polio Syndrome Other disabling conditions
    Based on the individual patient's capabilities and rehabilitation goals, the physiatrist leading the team of health professionals (therapists, nurses, case manager, social worker, psychologist, respiratory, urology) works with the patient and family to achieve the fullest functional potential for the patient. Patients can expect three to five hours of therapy each day. Frequent team and family confererences are held to review the treatment goals and the patient's progress. The Stroke and General Rehabilitation Program provides complete followup care and continues to help the patient improve living skills after discharge. There are specialized outpatient clinics for the different disabilities including Multiple Sclerosis, Amputation and Post-Polio Syndrome. These specialty clinics are the only such clinics in Santa Clara County and attract patients from throughout Northern California.

(March 14, 2001) - Health Net of California, one of the largest health plans in the state, and Family HealthCare Network have partnered to help improve access to medical care for the medical group's Tulare County patients. Through a unique grant program, Health Net provided $125,000 to Family HealthCare Network to purchase, maintain, and staff two vans to expand the medical group's patient-outreach efforts. "Family HealthCare Network has told us that many patients are unable to keep their appointments because they lack reliable transportation," said David Meadows, Health Net vice president of California Health Programs, which oversees the company's Medi-Cal and Healthy Families products. "Through our grant, we are helping eliminate a significant barrier to quality medical care in Tulare County."     The way it is now:
    There is a 37-cent state tax on each pack of cigarettes. The tax money is used mostly for health programs and a state campaign to discourage people from smoking. There is also a federal tax of 24 cents per pack.
    What Prop. 10 would do: Increase the state tax on each pack of cigarettes by 50 cents for a total of 87 cents per pack. Taxes would also increase on other tobacco products, such as cigars and chewing tobacco. The new money would be used to create new state and local commissions for early childhood development programs, such as parent education and family support services including health and child care.
    A state commission would be created and county commissions would be created if counties chose to receive funding. They would provide information and form guidelines for improving early childhood development, including ways to discourage pregnant women from smoking.
    What it would cost: About $750 million per year in tobacco taxes would be raised for the new early childhood development programs.
