NEA's positions on IDEA '97 reauthorization
The National Education Association, which has long supported the Individuals with Disabilities Education Act (IDEA), believes:
  • IDEA is a civil rights law by nature that has opened access to more than six million children who otherwise might not receive the support programs and services they need to be successful. And, it continues to hold great promise for millions more. All children must continue to have access to the general education curriculum and the opportunity to achieve at higher levels.
In testimony prepared for and submitted to the President's Commission on Excellence in Special Education, NEA stated, "In addition to a civil rights issue, the delivery of special education is an education policy issue. Given that IDEA '97 has just begun to show its impact, we suggest few statutory changes during this reauthorization process. We view this reauthorization as an opportunity to improve implementation."

Posted by: JimDurkinPhD on Thursday, May 06, 2004 - 03:23 PM PST General News i am a recently retired Academic (Saybrook, Sonoma State, a coupla places back East) and a licensed group psychotherapist (systemic) who has engaged in some Reason/Heron-type Collaborative Inquiry projects on (or, rather WITH!) grad students. I am presently hip-deep developing a model of virtual (i.e., over the internet) Collaborative Action Research (AR). I am using the 1996 Heron model because it appears to have the kind of "decision tree" structure to it to which the intelligent agent CLABORN working in my Model takes a particular fancy. CLABORN is also intensely social. He desires to be a trusted and productive member of his wetware (human) AR groups. CLABORN feels that everyone having to work within the communicative limitations of being in the same virtual boat together might turn out to be an advantage for him with respect to earning the trust of his groups is concerned.

Today, 3 of the 5 Arizona Supreme Court Justices have declared it constitutional. To all who understand the specifics and implications of this legislation, there is abiding conviction that it will be upheld in the US Supreme Court, and that a new day has dawned in America. The bill is both simple and profound. It will allow taxpayers to receive up to a $500 tax credit when they make private, voluntary contributions to charities that use at least 90 percent of the money to provide private scholarships for children in Arizona to attend the school of their parents' choice. Even the poorest child now becomes royalty in the
system. In the past, only wealthy parents could afford their children such opportunity.
