Today, transition is seen as more than providing service routes in the individual's movement from high school to employmentit is seen as a comprehensive approach to educational program development consisting of an alignment of student goals with educational experiences and services. Since the early 1980s, federal law has underscored the need for comprehensive transition planning and broadened its focus. The 1997 Reauthorization of the Individuals with Disabilities Education Act (IDEA) defines transition services as a coordinated set of activities for a student with a disability that:
  • Is designed within an outcome-oriented process, which promotes movement from school to post-school activities, including post-secondary education, vocational training, integrated employment (including supported employment), continuing and adult education, adult services, independent living, or community participation.
    Is based upon the individual student's needs, taking into account the student's preferences and interests.

  • Is there a drug education program? As part of our curriculum, we teach students about drug and other substance abuse prevention at all elementary grades K-6 and in grades 7 and 9. We also receive additional funding from the state and federal governments for drug, alcohol, and tobacco education.
  • Who funds the drug education for Fremont Unified? Two grants help fund drug education: Federal Drug School and Community Grant and State Proposition 99 Tobacco Use Prevention Education Grant In addition, general fund money as well as City of Fremont money support drug education. The City of Fremont and Fremont Unified School District sponsor D.A.R.E. (Drug Abuse Resistance Education) which brings police officers into sixth grade classrooms to instruct students on drug abuse resistance.
  • What are the guidelines for teaching moral issues? The district has very specific language for teaching about family life education and AIDS; abstinence and fidelity are stressed in sex education. Students are taught honesty, responsibility, and the obedience of laws as a regular part of their school experience. Teachers must provide a balanced presentation on controversial issues. There is no specific curriculum or course of study or state curriculum framework which addresses moral issues.
