With research demonstrating the overall success of school voucher programs in Milwaukee and Cleveland, and with the constitutional issue of public funding of religiously affiliated schools headed for resolution in a seemingly God-tolerant Supreme Court, defenders of the educational status quo have been reduced to fanning fears that government support of greater parental choice would transform public schools into dumping grounds for difficult-to-educate students. SCHOOL READINESS INITIATIVE
The School Readiness Initiative engages families, community members, and educators in the important work of preparing children, birth to age five, for elementary school. This Initiative adopted the definition of school readiness developed by the National Education Goals Panel (NEGP)* which covers three aspects of a child’s life: children’s readiness for school schools’ readiness for children, family and community supports, and services that contribute to children’s readiness for school success. The NEGP definition is the framework for the five ‘Essential and Coordinated Elements’ required of every SR program:
  • Early Care and Education (ECE):
    This element includes ECE services, improved access to quality ECE through referrals, information and outreach to parents and providers, and improved implementation of effective practices through training of ECE providers. Periodic school readiness assessments for children are part of this element. Parenting and Family Support Services:
    This element includes services to improve literacy and parenting skills, home visitation, employment development, and family court services.

    version I would like to take a few minutes today to talk about the Special Education Reauthorization bill (S.1248) that will be voted on the floor today. I'd like to start by thanking Senators Gregg and Kennedy, in particular, for their hard work in crafting this bill over the course of the last two Congresses. This reauthorization process has truly been a bipartisan effort and is an example of what happens when partisan differences are set aside to work towards common goals. There are few more appropriate issues on which to work together than ensuring all children, regardless of there lot in life, are guaranteed an education that suits their needs. I support this bill because it's a step in the right direction. It is not perfect, but it reaches a fair compromise by giving states and schools greater administrative and fiscal flexibility, while continuing to provide parents with disabled children the assurances that their children will continue to get an appropriate education. This bill focuses on two main concepts: aligning special education law with “No Child Left Behind” and ensuring greater mechanisms are in place to allow disabled students to transition into mainstream society after high school graduation.

    "By the time you find out your child is dyslexic, he could be starting his first sentence." That quote from a British Learning Disabilities Association publication is sadly true in Santa Clara County. Almost every day, our local juvenile court judges see kids with learning disabilities or other special educational needs who have never been previously identified. Others have been identified but are no longer receiving mandated services. In a recent report, the County Office of Education said that of about 300 kids in Juvenile Hall, 90 had previously been identified as qualifying for special education services. Only 10 of those had a current Individualized Education Program (IEP) as required by law. Many unidentified or unserved kids with learning disabilities have quit school, joined gangs, and embarked on a criminal lifestyle. Yet the schools often know who these kids are as early as kindergarten, some school officials acknowledge. Discriminating against special-needs kids is unlawful under Section 504 of the Disability Act of 1973. This is a major reason why the Special Committee for the Education of the Children of the Juvenile Court was formed. The committee has been working with Board of Supervisors Chair Blanca Alvarado, District Attorney George Kennedy, Chief Probation Officer John Cavalli, Children's Shelter Director Linda Carpenter, Patty Massey of Parents Helping Parents, County Office of Education Superintendent Colleen Wilcox, and many others since last year to increase special education services to kids in the county who need them.
