Intensive English Language Center Program
The Intensive English Language Center (IELC), located on the campus of California State University, Bakersfield, is an intensive American English language program designed to prepare undergraduate and graduate students for successful academic study in the United States. The non-credit program offers courses in reading, writing, listening, and speaking, including pronunciation. In addition, classes are also offered in grammar, American Culture, vocabulary, academic study skills, including TOEFL preparation. I-20's are issued for study in the program. IELC, also, welcomes persons who want to improve their English for professional or personal reasons. High school graduates with two years of English language study are eligible to apply for the program. Four sessions are offered throughout the year with 20-25 hours of instruction per week.

LACK OF NEEDLE EXCHANGE PROGRAMS MAY HAVE PERMITTED 10,000 PREVENTABLE HIV INFECTIONS IN THE U.S, SAYS UCSF STUDY
Needle exchange programs could have prevented nearly 10,000 HIV infections among injecting drug users, their sex partners and their children in the United States since 1987, according to a University of California San Francisco study published in the March 1 issue of the medical journal The Lancet Expanding the Lancet study data, the authors reported today (March 3) specific data for 16 of the largest cities in the United States, estimating that the number of preventable infections range from 2,308 in New York City to 14 in Gary, Ind., for 1987-95. Treatment costs related to these infection rates are calculated at $128,417,120 for New York City and $778,960 for Gary. Estimates of preventable HIV infection for other U.S. cities are Atlanta, 186; Baltimore, 499; Boston, 182; Chicago, 561; Dallas, 39; Detroit, 152; Houston, 260; Los Angeles, 95; Miami, 297; Newark, NJ, 397; Philadelphia, 641; San Juan, PR, 315; Seattle, 48; and Washington, DC, 646. If needle exchange programs (NEPs) were established now, study co-authors say an additional 11,300 HIV infections could be prevented in the United States by the year 2000.

Prior to 1933, Long Beach was primarily identified in terms of its propinquity to the sea and Mediterranean (Koppen Csa) climate, with tourism and commerce playing a major role in its development. Particularly from the period of incorporation in 1888 to the turn of the century, Long Beach functioned as a small (with a population of 2252 and 3.1 square miles in area) resort town with "a reputation as a prohibitionist, camp-meeting town, dotted with modest hotels and rental tents for vacationers." During this period, the combination of the Southern Californian climate and the relative isolation from the rapidly growing Los Angeles metropolitan area provided an allure for both tourists and residents. However, the simultaneous openings of the Red Car line, connecting Long Beach to Los Angeles, and The Plunge, a bath house that marked the beginning of The Pike as a tourist center, by Charles Rivers Drake in 1902 effectively ended the separation of Long Beach from Los Angeles, leading to a more complete economic integration of the region. By 1903, the City of San Pedro had received a $300,000 grant to dredge the Los Angeles River channel separating the two sides of the harbor, while the Long Beach Land and Navigation Company began development of the 800 acres of marshland between the resort area and the channel.

    At 35.4 million people, California is the most populous state in the U.S. In the past ten years, California grew by 17 percent; in the last 50 years, it more than tripled. Today, California adds over 550,000 people annually, which is roughly equivalent to adding the entire state of Vermont every year.
    Sources of Growth
    The fact that migration accounts for so much growth is particularly significant in light of the fact that so many people are leaving; more residents leave California than any other state. Yet even accounting for this large exodus, so many people continue to pour in that California is still netting 245,400 migrants per year. Of this in-migration, almost 90 percent is from foreign countries.

    Farmland and open space: California is losing over 100,000 acres of farmland annually to urban sprawl. The Central Valley, which provides half of all fruits and vegetables to America, is the most threatened farm region in the country due to its massive population increase, according to American Farmland Trust. In the past 20 years, over 2 million people have moved to the region, shrinking cropland by 500,000 acres. To meet the needs of its expanding population, California will need more than 200,000 new housing units every year for the next 20 years, guaranteeing that open space will continue to diminish.
