Immigration and California Communities By William A.V. Clark February 1999 A recent media headline during the governor's race in California in 1998 — "What a Difference Four Years Makes" — drew attention to the lack of any debate on the immigration issue. In 1994, in contrast, immigration was at the heart of gubernatorial debates in California. But has anything changed, especially at the local level? Are immigration's impacts different in 1998? A detailed analysis of communities where there has been large-scale immigration suggests that, while voter attention may not be directed to immigrant issues, immigration outcomes at the local level require even more political attention.
  • About four million new immigrants (including Immigration Reform and Control Act (IRCA) immigrants) were counted in California in the last decade or so. Forty-one percent of all immigrants to California settle in Los Angeles, another 9 percent in Orange County. More than 16,000 immigrants settled in one zip code in Burbank, a suburban city in the San Fernando Valley of Los Angeles, and more than 25,000 new immigrants settled in two zip codes in San Francisco. Hispanic foreign-born women with less than a ninth grade education average about 4.6 births in California. In Santa Cruz and Santa Barbara counties, foreign-born Mexican teenagers account for more than 40 percent of all teenage births.

“California’s urban roads are so battered by commercial and commuter traffic that they provide overwhelmingly unacceptable rides,” says Bert Sandman, chairman of Transportation California. "This translates into a de facto ‘bad road tax’ on motorists who pay a steep price in repairs, poor gas mileage and added wear and tear. For most Californians that amounts to an extra $600 to $700 a year."
Los Angeles and San Jose are tied at the top of the national list with 67 percent of their major roads delivering unacceptable rides. Close behind are San Diego and San Francisco-Oakland, tied at third and fourth with 61 percent unacceptable. Sacramento is sixth on the list with
50 percent unacceptable. New Orleans, Baltimore, Detroit, Kansas City, and Oklahoma City also are in the top ten.
The national average is 25 percent of major urban roads unacceptable, 43 percent with acceptable ride quality, and 32 percent good. The study included interstate highways, freeways and other main arterial routes. The top ten list is of cities with a population above one million.

Cal-Tax Study Lays Out Municipalization’s Serious Risks for Local Governments and Taxpayers
By Carol Evans Carol Evans is vice president of the California Taxpayers’ Association (Cal-Tax). I n an attempt to find a gold mine, many cities throughout California are inadvertently traveling down a path riddled with land mines. That’s the message the California Taxpayers’ Association has been delivering to local governments in California that have considered the risky prospect of municipalizing their local electric systems or forming “spot’ municipal utilities. As the state’s budget mess compounds local government’s financial pressures, an increasing number of cities are turning to the prospect of municipalization as a potential way to raise additional revenues. Unfortunately, many of these local governments are unaware of the serious risks involved with creating and running a business as complex as an electric utility. Rather than creating a dependable new revenue source, municipalization actually exposes cities and their taxpayers to significant financial liabilities. In an effort to assist local policy makers, Cal-Tax has produced a new, in-depth study outlining the significant risks to taxpayers, electricity consumers and local governments associated with municipalization. The study is entitled “Limited Area Municipalizations. A Study of Limited Municipalization Methods and the Fiscal Impact to Governmental Agencies. The author is Steve Spears of the SAER Group. (His background is described below.)

On the political front, John Wildermuth, the San Francisco Chronicle’s respected political writer, recently described a sea change in California politics. “Driven by demographic, cultural and political shifts,” Wildermuth writes, “a rift is growing between California’s coast and its interior, replacing the north-south split that has defined state politics for more than 150 years.”
National Public Radio sees a “New California” being created from demographic shifts. NPR focused on the effect of “reverse migration” from the coast into the Central Valley. “In the next 40 years,” NPR reported, “experts foresee a California with 24 million more residents populating cities where now they see only farmland and foothills ... California is not an idea moving west, but an idea moving east.”
