NEW COLORADO EDUCATION LAWS IMPACT CHARTER SCHOOL AUTHORIZATION.
The Colorado State Board of Education will have the power to approve charter schools under a new bill signed into law by Gov. Bill Owens. Under the new charter program, charter school organizers will be able to bypass local school districts that reject or refuse to hear requests to set up charter schools. The law, created in response to several districts where local boards have restricted new charter schools, also creates a charter school institute as an agency of the state department of education. Two additional laws were also approved concerning charter schools. One requires greater accountability for charter schools and their authorizing districts, while the other creates a system for monitoring student academic progress over time.

The No Child Left Behind Act (NCLB) is the most sweeping reform of federal education policy since the Elementary and Secondary Education Act was enacted as part of President Johnson's Great Society agenda. While NCLB presents state and local policymakers with an unprecedented opportunity to leverage new education reforms at their respective levels, it also challenges educators to comply with a considerable number of new and exacting federal requirements.
As part of our ongoing commitment to facilitate a productive federal-state education reform partnership, NASBE has produced a wealth of state-level policy information and updates about the enactment and implementation of the No Child Left Behind Act across the nation.

California School for the Blind Pioneers Program
The Middle School Preparation Program at the California School for the Blind is a hit with parents, educators, and students. The program prepares students who are blind to make a smooth transition into middle school and into the real world beyond. Included: Links to online resources!
The California School for the Blind
The California School for the Blind started in 1865. Originally located in San Francisco, the school moved to Fremont about 20 years ago. The state-operated residential school provides comprehensive educational services for California students up to age 21 who are visually impaired, deaf-blind, and visually impaired and multi-handicapped. To achieve its goals, the school provides a program that instructs students in daily-living skills and Braille reading and writing and trains students to use assistive technology. Students are offered programs in vocational education as well as traditional academics. After school, students have the opportunity socialize, participate in activities such as bowling and swimming, and do homework.

  • The Berlin Board of Education has given the superintendent authority to hire teachers without prior approval of the board. The rationale behind the new policy is to give the superintendent the ability to fill a teaching position quickly. [Source: New Britain Herald, April 13, 2001]
  • The Branford Board of Education voted in June 2001 to pursue a proposed full-day kindergarten program. The plan is to phase in the full day classes over five years starting in the 2002-03 school year. Currently, there are morning and afternoon sessions held in all three of the town’s elementary schools, [Source: New Haven Register, June 26, 2001]
  • Sacred Heart University in Bristol began offering a satellite program to give local teachers an opportunity to obtain an administrator’s certificate. All participants are matched with an administrator mentor and are required to complete internships. [Source: Hartford Courant, March 27, 2001]
  • In the Lyme – Old Lyme school district (Region #18), the Board of Education approved changes to the kindergarten and high school schedules. A full day kindergarten program will be offered as an alternative to half-day sessions. Staffing will not change. In the high school, the length of the school day increases by 11 minutes, with the school day starting five minutes earlier and ending six minutes later. Teaching time will increase from 971 hours a year to 1061 hours a year, but faculty will continue to teach only five classes. [Source: New London Day, March 27, 2001]

is Assistant Professor of Education and Assistant Director of the Stanford Institute for Higher Education Research at Stanford University. He joined the faculty in 1998, shortly after finishing his doctoral work in Education at UCLA. His research addresses many of the major issues currently facing American higher education, including equity in access to college, faculty of color in higher education, and student socialization in multicultural campus environments.
