The institute will also address the policy-level roles and responsibilities of school board members. The faculty will include stimulating practitioners, policymakers, and researchers from California and the nation who will present a non-partisan perspective, with a clear acknowledgement of the pros and cons of various district improvement strategies.

After the first European study tours in 1998 and 1999, Advocates determined that encouraging teams of four or more people from a single state to participate in the study tours would be the most effective way to build support for Rights. Respect. Responsibility. (3Rs). Since then, teams that participated in study tours have been working energetically in California and Oregon. That's the slogan of a new ballot initiative entitled English for the Children. It could become a reality unless an effective opposition can be mounted. Ron Unz, a Republican candidate for governor in 1994 and a multimillionaire software developer, who plans to dig deep into his own pockets and spend whatever it takes to get the measure passed. If he succeeds, the results could prove disastrous for California's 1.4 million students with limited English skills. Though confusing and poorly drafted, the Unz initiative will benefit from public misunderstanding of bilingual education Yet Ron Unz is not just another immigrant-basher. To the contrary, he made a name for himself as a conservative opponent of Proposition 187. His Only-English campaign is targeting California's Latino communities, capitalizing on discontent with the public schools and seeking to make bilingual education the scapegoat. Expensive ads promotiong the initiative are appearing in Spanish-language media. Some alleged advocates for immigrant rights, along with a few Asian and Latino politicians, have already signed on.

Explanation Served Public Education in California for More Than 39 Years The Sacramento County Office of Education has announced that County Superintendent of Schools David P. Meaney, Ed.D., will retire in July 2004. Dr. Meaney, who has held the post of Sacramento County Superintendent of Schools for the past 15 years, retires after serving in California public education for more than 39 years. He is the third-longest serving Sacramento County Superintendent of Schools since the County Superintendent position was established by the California State Constitution 150 years ago. Superintendent Meaney joined the Sacramento County Office of Education as Associate Superintendent in 1985, and also served as Deputy Superintendent until he was named Superintendent in 1989. Elinor L. Hickey, a member of the Sacramento County Board of Education since 1990, identifies Dr. Meaney as one of the most successful leaders in California public education. She says, "Throughout his career, Dr. Meaney has been recognized statewide and nationally for his leadership in implementing innovative educational programs that benefit all children, especially those at risk." During Dave Meaney's tenure, she says, the County Office increased its revenues from $30 million a year to nearly $170 million a year by actively seeking and securing government agency and foundation grants and contracts — efforts that have enabled the County Office to greatly expand its services to local school districts.

Salary hikes forthcoming except in trouble spots Six months after the May 8 Action Day for Schools, teachers in the Wiseburn Faculty Association in Southern California were on the streets demanding their promised salary increase. About 65 of the 90 chapter members donned black attire and marched in front of district headquarters in Hawthorne. "It was really effective and so symbolic," says WFA President Patricia Mothner. "Here we were on the anniversary of a big success that brought a lot of money for teachers in this state. We put in our proposals and, six months later, we haven't seen any of it." WFA President Pat Mothner addresses chapter members who marched to the school board meeting. Teachers are asking for a 12 percent raise while the district has offered nothing. "The district is claiming money was needed to balance the budget, and it doesn't have enough left to increase salaries. We now have among the lowest salaries in our area. Almost all the neighboring districts have settled," says Mothner. About 75 chapter members attended the school board meeting to decry the lack of respect being demonstrated.

How do California's school boards compare?
STANFORD How do California's 1,013 school boards compare with others across the nation? According to Stanford University education Prof. Michael Kirst, executive director of the recent "Report of the Twentieth Century Fund Task Force on School Governance" and a former president of the California State Board of Education: "School boards here respond much more to what the state wants and needs rather than to citizens' demands. They work more as agents of the state than as local fundraisers adapting programs to the local context." Nationally, the report says, states provide 50 percent of school funding, with 44 percent provided locally and the remaining 6 percent from the federal government. Since the 1978 passage of Proposition 13, however, California schools receive a whopping 85 percent of their funding from the state, with only 7 percent controlled locally. By eliminating local districts' ability to raise property taxes, Proposition 13 turned the local property tax into a de facto state tax, Kirst said. This state control creates conflict between school boards and citizen expectations, Kirst said.

What is the CSR Research Consortium? The CSR Research Consortium is composed of major California research organizations working in partnership on a four-year, comprehensive study to evaluate the implementation and impact of California's class size reduction initiative under a contract with the California Department of Education. The evaluation was legislatively mandated and based on a research plan adopted by the State Board of Education. Who are the members? The Consortium is headed by the American Institutes for Research (AIR) and RAND and involves Policy Analysis for California Education (PACE), WestEd, and EdSource. What is the focus of the evaluation? The study examines implementation rates; resource allocation; teacher quality; classroom practices; parent involvement and satisfaction; integration with other reforms, and student achievement. Its findings hold implications for education policymaking in California. Principal evaluation questions include:
  • Are small-class students achieving at higher levels than those in non-reduced classes? Are the gains greater for low-income and minority students? How has CSR affected teaching qualifications? Are less-qualified teachers disproportionately in schools serving low-income students and English language learners?
