Adopting Fair Elections for Student Governments February 2003 Big Wins! Interest in fair elections systems for student elections around the country has been gaining momentum. More and more schools are using Instant Runoff Voting for single winner elections like student body president. And some schools have also added the Choice Voting method of full representation for their legislative elections. This has been evidenced by two recent victories at major U.S. universities. University of California at Davis On February 20, students at UCD voted 67%-33% to use choice voting for Associated Student Senate elections and IRV for presidential elections. The California Aggie reports on the change. Duke University Duke Student Government will elect their six executive committee members through instant runoff voting. After approving the system for this spring's elections, officials have since decided the ballot counting proceedures will not be ready until spring 2004. Alternative School Program Standards The Background: Tennessee Code Annotated Section 49-6-4017(f)(2) requires that "The State Board of Education shall provide a curriculum for alternative schools to ensure students receive specialized attention needed to effectively reform students to prevent them from being repeat offenders." The Alternative School Program Standards provide a framework for local school systems to use in developing curriculum to meet the needs of the students. The standards were developed by a broad-based committee that also developed the service learning curriculum standards. The draft was circulated statewide for comments. September 15, 1997 Education and Opportunity Thank you. Its a great honor to be here. I want to thank your principal, Jim Andersen, and everyone connected with your school, not only for the invitation to be here, but for what you are doing here. It is truly inspiring, and we in Washington have much more to learn from you than you do from us. At President Clinton's request, I and other administration officials have been visiting schools across the country, to emphasize the Presidents commitment to public education as a great instrument for change in our society. I've been to two other schools in recent weeks, in Vermont and Florida, and frankly they were a great deal different from Horizonte. Those schools didn't have the diversity you have here and their students didn't face the range of challenges that you face. Some of you are from other countries. Some of you speak English as your second language. Some of you face other social or economic challenges. But you have important advantages too. First of all, you have this school, which is using innovation and dedication and flexibility to make Horizonte an international symbol of multiculturalism and of excellence in alternative education. I salute you for what you are doing all of you, students and teachers and administrators and everyone who has made this school such a beacon of hope.

Abstract: Recent data collected from a national survey estimates that about 12% of all students in alternative schools are students with disabilities. Yet we know very little about the nature of the instructional programs offered, special education processes and procedures in place, accountability practices, and outcomes for these students. In addition, we do not have complete descriptive information on the kinds of alternative schools and programs currently in operation. This Policy Research Brief reports findings from interviews conducted with 49 state directors of special education (or their designees). It describes their perceptions of (a) basic characteristics of alternative schools, (b) major issues for alternative schools, (c) major issues for state education agencies, (d) major issues for students with disabilities, and (e) educational reforms impacting alternative schools. The brief concludes with a discussion of trends that require further study.
