Sample Selection
Information from the pilot study helped guide the allocation of the total sample to the two major categories of districts: districts that reported alternative schools in the CCD and those that did not report alternative schools in the CCD. Within each category, the samples were further allocated to district size strata (less than 2,500, 2,500 to 9,999, 10,000 or more) in rough proportion to the aggregate square root of the enrollment in the stratum. The sampling frame was also ordered by metropolitan status (urban, suburban, rural) and region (Northeast, Southeast, Central, West) to induce additional implicit stratification. Within each primary stratum, districts were selected systematically and with equal probabilities. The sampling frame constructed consisted of 14,619 regular public school districts during the 1998–99 school year. After the stratum sample sizes were determined, a final sample of 1,609 districts was systematically selected from the sorted file using independent random starts. The 50 states and the District of Columbia were included in the sample, while school districts in the outlying U.S. territories were excluded. Districts are of three types: unified, secondary, and elementary. Unified districts serve students across all grade levels and comprised 83 percent of the total sample (table A-1). Secondary districts comprised 2 percent, and elementary districts (i.e., serving grades no higher than grade 8) comprised 15 percent of the sample.

Alternatives to Selling Junk Food and Sodas Check out the T-shirt guy at the following: WWW.295GUYS.COM ($2.95 custom logo t-shirts) In one small town in New Brunswick, Canada, students volunteer to do odd jobs for individuals and businesses and the money that is raised goes to the school.  There is lots of parental support for this and at the end of the "work" day, a spaghetti supper and dance is held for all volunteers.  They call it "Let John Do It", after the name of their school, John Caldwell School, Grand Falls.  It takes organization, but it is THE fundraiser for the school since it gets great support. Another fund-raiser that occurs in potato country in New Brunswick is that the elementary school sells "count boxes" of potatoes.  These are 50-pound boxes of uniformly sized, washed, baking potatoes that are generally only available to the restaurant trade.  This activity is well supported. Philosophy
The Continuous Progress Alternative Program recognizes the vital importance of a three-way partnership in education involving the parent, student and teacher. The students are expected to maintain a high standard of achievement commensurate with their individual skill levels. The approach is individualized in that students are challenged to work to the best of their ability as they move through the program. Ability grouping is done in language arts and mathematics. Academic instruction utilizes the traditional district curriculum in a continuous progress format. Emphasis is on the basic skills, academic tools and critical thinking skills for future learning. The program seeks to build within each student a sense of responsibility, self-discipline, confidence and pride in accomplishment in a nurturing environment. An assertive discipline code with logical consequences is maintained. This program requires a commitment from the staff, students and their parents working together for the development of each student. Frequent communication between parent and teacher is instrumental to the support systems of the program. Parents sign a support statement prior to enrollment in the program. Progress reports on students are provided by teachers. Conferences are held with the students, teacher and parents to review the student's progress, portfolio, and report cards. Parents share responsibility by being classroom and program volunteers. An annual contribution by Program parents pays for classroom para-educators, Spanish instructor, supplies, and other essentials deemed necessary by the classroom teacher and/or the Advisory Board. The total cooperation of home and school ensures the best possible learning environment for the students.

Star Community School Star Community School serves 9-12th grade students in a small school setting. The focus of the school is to help students progress academically and develop the social skills and work habits which will be beneficial throughout their lives. The purpose of this community school program is to provide students with an alternative learning environment, supported by a low student to teacher ratio, where they can successfully continue their education. Luna PARK Academy Luna PARK Academy provides academic support and counseling services to referred students, ages 14-17 involved in the juvenile justice system. The program is a collaboration between the SCCOE and Unity Care Group Homes. Students receive services from on-site Probation Officers, Work Specialists, Mental Health Clinicians, Youth Services Substance Abuse Counselors, and the County Office of Education teaching staff. PARK stands for Placement Alternative Resources for Kids, and provides students with creative educational options.
Intensive Day Treatment offers a full day of structured, balanced programming designed to help students improve their social skills and coping techniques, address academic deficits and prepare for successful entry into the work force.

Alternative school conference to be held during weekend at the Farm

Hundreds of educators are expected to descend on Summertown this weekend for a national alternative school conference. Farm School spokesman Thomas Hupp said that about 200 representatives of 30 alternative schools from across the country are scheduled to participate in the conference held at the planned community's campus. Scheduled speakers for the conference are a pair of best-selling authors of books on education. Joseph Pearce, the author of "The Crack in the Cosmic Egg" and "The Magical Child," will speak at 1 p.m. Saturday. Yehudah Fine penned "Times Square Rabbi - Finding the Hope in Lost Kids' Lives," and will give a presentation at 1 p.m. Friday. Cost to hear either address is $25. Fine conducts seminars throughout the United States, encouraging high school students to take ethical stands on sexuality, alcohol and drug abuse, suicide, depression, spirituality and terrorism. Also during the conference, the Farm School will introduce its newest faculty member, Peter Kindfield, who will become the elementary/middle school instructor for the 2004-2005 academic year.

English Language Arts and Writing Test Summaries All students are expected to take a California Standards Tests in English Language Arts corresponding to their grade level. In addition, students in Grades 4 and 7 are administered a California Writing Standards Test. Students are given 60 minutes to write an essay in response to an assigned task. The types of writing used for the test vary from year-to-year and are based on California's Writing Application Content Standards. Student papers are scored independently by two readers using a 4-point scoring guide and their scores are added together for a total between 2 and 8. In 2003, the writing test scores were incorporated into the overall English Language Arts scores for Grades 4 and 7. The reports below, for the district as a whole and for individual schools, display the results for the English Language Arts and Writing Standards Tests. For English Language Arts, the reports show by grade level the number of students tested and the numbers and percentages of those students who scored at each performance level: Advanced, Proficient, Basic, Below Basic, and Far Below Basic. Students scoring at Proficient or Advanced are considered to have met the state standards. For writing, the reports show for Grades 4 and 7 the number of students tested and the numbers and percentages of those students scoring in certain ranges. Private, for-profit alternative schools can't multiply fast enough for parents and principals anxious to find new venues for students cast out of public schools. Take the Spring Creek School. Just 1 1/2 years after entrepreneurs swung open their doors here, tractor drivers were heaving dirt to pave the way for several new log-cabin classrooms last month. Set amid towering pine trees in the Rocky Mountain foothills, the 150-student school is bursting at the seams, and this multiple-classroom expansion is designed to welcome 90 more students. "Even if we shut our marketing department, we'd keep growing by word of mouth," Cameron Pullan, the school's director, said as he patrolled Spring Creek's forested grounds, which look like a summer camp. The residential school charges $2,990 a month. Thousands of similar for-profit ventures have cropped up in the past decade. They're helping to fill the void left by states with insufficient funds or political will to set up public alternative schools for the increasing number of students expelled for carrying weapons or drugs on campus.
