    Dear Mr President,
    The world is watching as your administration responds to the most recent evidence of torture and degrading treatment of Iraqis at the hands of US personnel. While Amnesty International welcomes official statements that the allegations are being taken seriously, the ultimate proof of this will be in actions not words. In this regard, your government's record in the context of "war on terror" detentions gives cause for concern, as fundamental principles of law and human rights continue to be violated despite the administration's stated commitment to these principles.
    Amnesty International recalls your statement on 26 June 2003, made on the occasion of the United Nations International Day in Support of Victims of Torture, in which you said that "the United States is committed to the worldwide elimination of torture and we are leading this fight by example". The organization urges you now to ensure that the USA fully meets its international obligations, including as a state party to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, to investigate all allegations of torture and ill-treatment, publish all findings, prosecute all perpetrators, compensate all victims, and prevent any future torture or cruel, inhuman or degrading treatment. We call on the USA to open the doors of its detention facilities in Iraq, Afghanistan, Guantánamo Bay, and at undisclosed locations elsewhere, to independent bodies, including visits by United Nations Special Rapporteurs.

    November 8, 2002 Text of United Nations Security Council Resolution 1441 Good morning. With the resolution just passed, the United Nations Security Council has met important responsibilities, upheld its principles and given clear and fair notice that Saddam Hussein must fully disclose and destroy his weapons of mass destruction. He must submit to any and all methods to verify his compliance. His cooperation must be prompt and unconditional, or he will face the severest consequences. The world has now come together to say that the outlaw regime in Iraq will not be permitted to build or possess chemical, biological or nuclear weapons. That is the judgment of the United States Congress, that is the judgment of the United Nations Security Council. Now the world must insist that that judgment be enforced. Iraq's obligation to disarm is not new, or even recent. To end the Persian Gulf War and ensure its own survival, Iraq's regime agreed to disarm in April of 1991. For over a decade the Iraqi regime has treated its own pledge with contempt. As today's resolution states, Iraq is already in material breach of past U.N. demands. Iraq has aggressively pursued weapons of mass destruction, even while inspectors were inside the country. Iraq has undermined the effectiveness of weapons inspectors with ploys, delays, and threats making their work impossible and leading to four years of no inspections at all.

"Tomorrow, when you get back to work, work hard like you always have. But we've been warned. We've been warned there are evil people in this world. We've been warned so vividly," Bush said. Bush graduated from Yale in 1968. After serving as a pilot in the Texas National Guard, he attended Harvard Business School and then worked in the oil and gas industries until 1986, when he got involved in his father's successful 1988 presidential campaign. He returned to Texas and was elected governor there in 1994 and again in 1998. Bush won the Republican nomination for president in August of 2000, choosing Dick Cheney as his running mate. In the November general election they ran against Democratic candidate Al Gore and Joseph Lieberman . The election is now remembered for the extremely close and controversial vote in Florida; after a post-election delay of a month while votes were recounted and lawsuits were filed on both sides, Gore conceded the election to Bush on 13 December 2000.
