    History and Politics
    Constitution - transitional, adopted by the National Assembly in November 2001. The document fuses the constitution adopted in March 1992, and modified in June 1998, with the agreement signed by 19 parties in Arusha, Tanzania in August 2000. The transitional constitution is due to be replaced by a new one following democratic elections.
    Legal system - based on German and Belgian civil codes and customary law
    Legislative branch - bicameral. The National Assembly consists of unelected deputies, most of which have been appointed by signatory parties to the Arusha agreement. The senate is also filled with appointees, though on a less exclusively party political basis.
    Elections - last held June 1993. New ones scheduled for 2004, though this depends on the ending of the long-running civil war.

    Political background
    Burundi's first inhabitants were hunter-gatherers who still eke out a marginal existence today, called Twa. As in neighbouring Rwanda, an indigenous cattle-owning class, later called Tutsi, began emerging around 1000 AD, supplemented by pastoralists of Nilotic origin, who began migrating south into modern-day Rwanda and Burundi during the following centuries. Cattle owners were in a minority, and those without, or who leased them in return for labour from Tutsis, were called Hutu. The words "Hutu" and "Tutsi" had other inter-related meanings too, which generally revolved around notions of patron-client relations.

    ESTIMATED 2000 POPULATION CLIMATE: Burundi has an equatorial climate that is uncomfortably hot but varies with altitude and season. There are two wet seasons alternating with two dry seasons. The dry seasons are between June to August and January to February with the long wet season between March to May and the short one between September to December. Rainfall is irregular falling mainly in the northwest with violent rainstorms common at higher altitudes. Average annual precipitation in Bujumbura is 850 mm (33 inches) and the average temperature is 24 degrees Celsius (75 degrees Fahrenheit). The upper elevations of the Kumoso are generally cool with temperatures below 19 degrees Celsius (66 degrees Fahrenheit). PEOPLE: The principal ethnic majority are the Hutu who account for 82% of the population with the Tutsi also known as the Watutsi or Batutsi accounting for 14%. The Twa, a pygmoid group account for 1% with Europeans and Asians accounting for the remaining 2% of the population. DEMOGRAPHIC/VITAL STATISTICS: Density; 216 persons per sq km (560 persons per sq mi) (1991). Urban-Rural; 7.5% urban, 92.5% rural (1986). Sex Distribution; 48.5% male, 51.5% female (1990). Life Expectancy at Birth; 50.0 years male, 54.0 years female (1990). Age Breakdown; 45% under 15, 27% 15 to 29, 16% 30 to 44, 7% 45 to 59, 4% 60 to 74, 1% 75 and over (1990). Birth Rate; 47.0 per 1,000 (1990). Death Rate; 15.0 per 1,000 (1990). Increase Rate; 32.0 per 1,000 (1990). Infant Mortality Rate; 111.0 per 1,000 live births (1990).

    History
    The earliest known inhabitants of what is now Rwanda were the Twa Pygmies, an ethnic group that still lives in the country today but makes up only a paltry 1% of the population. The Twa held sway over much of the mountainous terrain until around the 11th century, when Hutu farmers migrated into the region and displaced them. A few hundred years later the Hutus were subjugated by the warrior-like and pastoralist Watutsis, who came down from either Ethiopia or southern Sudan in the 16th century and forcefully impressed their harsh system of feudalism on the area. The Watutsi (or 'Tutsi') reign was characterised by the absolute rule of a mwami (king) who, with a lot of religious ceremony and formal conqueror's pomp, oversaw the extraction of labour from the Hutus and determined which of them got land and how much. Nothing much changed in Rwanda until a couple of land-grabbing European powers, namely Britain and Germany, decided to divvy up large swathes of East Africa in the late 19th century - the British snatched Uganda and Kenya, while the Germans put their greedy paws on Burundi and Rwanda. German colonialism introduced urban development and Christian prosyletisation. At the end of WWI, Rwanda was taken off Germany and passed to Belgian adminstration as reparation for its suffering during the war, though no such compassion applied to the Rwandans.

It quoted Tanzanian Foreign Minister Jakaya Kikwete as saying the summit was likely to suspend, but not cancel, the embargo. The Arusha peace process, bringing together various sides in the Burundi conflict, resumes on 18 January. Sanctions have passed "sell-by date" A new report on Burundi sanctions, commissioned by ActionAid, says the policy has passed its "sell-by date". The embargo should have been lifted after the new political partnership between the government and the opposition FRODEBU party, which the report described as a turning point in the history of sanctions. Humanitarian exemptions to the embargo have not sufficed to reverse a decline in social indicators, and vulnerable people have been more and more affected by the sanctions which have made it difficult for donors and creditors to provide fresh credit, development assistance and balance of payments support to Burundi.
