After the first multiparty elections in 1993, the new Hutu president was assassinated, precipitating renewed ethnic conflict. Hundreds of thousands of refugees have fled the violence between the Hutu and the Tutsi ethnic groups since 1993, crossing over into neighboring countries. The massive violence has left perhaps a hundred thousand persons dead and has displaced a million others. Basic goods and services, such as food, medicine, and electricity, are in short supply. Although the government is trying to diversify the country's economy and modernize its budgetary practices, Burundi's poverty and disorganization prove to be almost insurmountable hurdles.
