Background:
Despite multiparty elections in 1990 that resulted in the main opposition party winning a decisive victory, the military junta ruling the country refused to hand over power. Key opposition leader and Nobel Peace Prize recipient AUNG San Suu Kyi, under house arrest from 1989 to 1995, continues to have her activities restricted; her supporters are routinely harassed or jailed.

    I. Identification
    1. The Issue
Burma was once a democratic country. However, in 1962, the country's democratic system was destroyed because of the military coup, and since then the country has been ruled by a brutal military government. The issue of Human Rights Violation in this country has been recognized in the international community since then. There is an on going debate about economic sanctions and foreign direct investment in the country like Burma which violates international standard of human rights. In this situation, the United States has imposed economic sanction on Burma while the Japanese government has determined that the constructive engagement is the better solution. The purpose of this research is to compare those two different policy impacts, and analyze the possible consequences of each strategy.

    PREFACE
In 1989, following the rise to power of the new regime, the SLORC (State Law and Order Restoration Council), the official name of the Union of Burma was changed to Union of Myanmar. Many place names were either given new spellings to correct British mistransliterations or replaced by their pre-colonial era names. For example Pagan was replaced by Bagan, Rangoon by Yangon, and Maymyo by Pyin Oo Lwin. However, these new names are not widely used outside (or, for some, inside) the country, and most recent literature has retained the old names and spellings. Hence, to avoid confusion, the old names and spellings will also be retained in this text (including the terms "Burma," "Burman," and "Burmese"). It should be noted that specialists on Burma make an important distinction between "Burman" and "Burmese." The term

    Geography of Burma
The Legend of the Sacred Cat of Burma
Many centuries ago by a sparkling lake, in a valley surrounded by majestic mountains, the temple of Lao-Tsun was guarded by 100 yellow-eyed white cats with long silken hair. The temple housed a beautiful golden goddess with sapphire blue eyes who watched over the transmutation of souls. The head monk, Mun-ha, whose beard had been braided with gold by the enlighten one, often knelt in meditation before the golden goddess,Tsun-Kyan-Kse. At his side was his faithful and beloved companion, a beautiful temple cat named Sinh. Sinh would always shared in his master's meditation. As the monk meditated, Sinh would gaze steadily at the golden goddess beautiful sapphire blue eyes. A veil of mystery surrounding this initial background of the Birmans. According to the explorer, Auguste Pavie who made a study of this subject stated the pointed cats of all colors, some mitted and some not, can be seen in todays temples.

Burma Road Burma Road, in China and Myanmar, extending from the Myanmarese railhead of Lashio to Kunming, Yunnan prov., China. About 700 mi (1,130 km) long and constructed through rough mountain country, it was a remarkable engineering achievement. Undertaken by the Chinese after the start of the Sino-Japanese War in 1937 and completed in 1938, it was used to transport war supplies landed at Rangoon and shipped by railroad to Lashio. This traffic increased in importance to China after the Japanese took effective control of the Chinese coast and of Indochina. The Ledo Road (later called the Stilwell Road) from Ledo, India, into Myanmar was begun in Dec., 1942. In 1944 the Ledo Road reached Myitkyina and was joined to the Burma Road. Both roads have lost their former importance and are in a state of disrepair. See study by L. Anders (1965).
