Ex-king keeps Bulgaria guessing
Most see Simeon as the only man to stabilise the Bulgarian government SOFIA, Bulgaria The new Bulgarian parliament has met for the first time with no indication of whether former King Simeon II will become Prime Minister. The ex-monarch did not run for a seat in parliament itself, but led his National Movement for Simeon II to victory in the June general elections. In interviews he remained vague about whether he would assume the post of prime minister, merely saying: "This is a very important day for Bulgaria," Reuters news agency said. Most observers agree it is just a matter of time before the 64-year-old gives in to pressure from within his camp and accepts the most powerful post in the Balkan state, the agency reported. Ahmed Dogan, leader of the ethnic Turk Movement for Rights and Freedoms (MRF), told the parliamentary chamber that the MRF which has 21 seats in parliament was ready for a coalition with Simeon's movement who hold 120, one short of an outright majority in the 240-member assembly. Nadezhda Mihailova, foreign minister in the outgoing government of the Union of Democratic Forces (UDF) opened the session with a speech that suggested the UDF would not accept a coalition offer made by Simeon's camp.

Bulgaria's PM concedes poll defeat
Polls predict the former king is heading for victory SOFIA, Bulgaria Bulgaria's Prime Minister Ivan Kostov conceded his UDF party has suffered "a heavy election defeat" in a parliamentary election at the hands of a new movement led by former King Simeon II. Kostov told a news conference the main reason was that his government was trying simultaneously to stabilise the country after a grave economic crisis in 1996-1997 and carry out reforms. "We have taken a lot of unpopular decisions and also made mistakes," Reuters reported Kostov as saying. "We wanted the voter to pay a higher price than he was prepared to pay." A visibly elated Simeon told a news conference: "After today, Bulgaria is different. ALSO Elections may herald return of king "Together, we are embarking on a path of economic and moral renovation. It will not be an easy one, there will be many obstacles but we will not give up." Latest projections said Simeon's movement was likely to get some 43 percent of the vote, roughly double the backing for the UDF.

Report on a Scout Trip to Bulgaria, 1995 In 1993, and again in 1995, Tom Turba and Scouts from the Indianhead Council, BSA in St. Paul, Minnesota, visited Bulgaria. This is Tom's report on the 1995 trip which is reprinted with his permission. Although the country is steeped in history from Thracian, Grecian, Roman, and Medieval times, the history of Bulgarian Scouting is not so rich. Scouting flourished in Bulgaria during the 20s and 30s. But, it was almost completely wiped out in the 40s by the Fascist then Communist regimes that were in power until recently. One Scout leader told me how they came house-to-house looking for Scout material, which they would then confiscate and destroy. He hid his and now proudly shows his camp pictures and other materials. He is one of the few experienced Scouts that are left in the country. They are all in their 60s and 70s. In Varna and many other cities, these septuagenarian Scouters are the nucleus for restarting Scouting in Bulgaria. Most of them are trying to restart the program so that their grandchildren can experience the same kind of program they knew as children. In 1994 they held their first National Jamboree in 54 years!

A Reader's Guide to Bulgaria aims to provide U. S. government officials and their families with suggested readings to to enhance their assignment in Sofia. It is hoped that analysts and other members of the foreign affairs community will also find the guide helpful. Although most of the guide consists of an annotated bibliography, the "Sidebar" sections highlight important subjects, events, and political figures. The information in these sections comes from the books listed, and is intended to spark the reader's interest in subjects that otherwise might be passed up. Many of the books cited in this guide may be found in the library of the Foreign Service Institute or in the George Washington University's Gelman Library. This guide was prepared by John D. Bell , Chair of the Bulgarian Area Studies Course, with the assistance of Kirsten Crosby , an intern at FSI from the University of North Carolina. It is based on an earlier version prepared by
