Bulgarian Government Declares Full Support to US, NATO in Decision to Invoke Article 5 of Washington Treaty "Mindful of the convincing proof provided that the September 11 terrorist attacks against the US were perpetrated and directed from abroad, the Government of Bulgaria expresses its full support and joins the October 4 North Atlantic Council decision to apply Article 5 of the North Atlantic Treaty," reads a government declaration sent to BTA by the Council of Ministers Information Directorate. "Implementing the position which has already been expressed by the Government and Parliament, viz. that Bulgaria will cooperate as a de facto ally of the US and the NATO countries in the measures against world terrorism and will adhere to the commitments arising from the North Atlantic Treaty, including Article 5, we declare that, if necessary and in accordance with its national capabilities and legislation, Bulgaria is ready to participate in the application of the appropriate measures contained in the decision," the Declaration says. "Bulgaria particularly appreciates the determination and commitment of the North Atlantic Council to provide individually or collectively, as appropriate and according to their capabilities, assistance to Allies and other states which are or may be subject to increased terrorist threats as a result of their support for the campaign against terrorism” – the Declaration says.

ESTIMATED 2000 POPULATION Bulgaria is located on the Balkan Peninsula of South East Europe. It is bound by Romania to the north, Macedonia and Serbia and Montenegro (Serbia Rep.) to the west, Turkey to the southeast, Greece to the south and the Black Sea to the east. The country is divided into three topographical zones all of which lie parallel east to west of each other. (1.) The Danubian Tablelands in the north, (2.) the Stara Planina or the Balkan Mountains in the center and (3.) the Thracian Plains as well as the Rhodope and Pirin Mountains in the south and southwest. The principal rivers are the Maritsa, Iskur, Yantra and Struma which flow either north or south. Major Cities (pop. est.); Sofia 1,114,000, Plovdiv 345,000, Varna 307,000, Burgas 198,000, Ruse 170,000 (1993). Land Use; forested 35%, pastures 17%, agricultural-cultivated 39%, other 9% (1993). CLIMATE: Bulgaria has a continental climate with hot summers and cold winters. In the south the climate is Mediterranean with winters that are milder and moister. On the coastal fringes of the Black Sea winters are slightly warmer but the northeast winds from Russia blow cold air causing cold spells. Average annual precipitation is 630 mm (25 inches) and average temperature ranges in Sofia are from -4 to 2 degrees Celsius (25 to 36 degrees Fahrenheit) in January to 16 to 27 degrees Celsius (61 to 81 degrees Fahrenheit) in July.

    Prior to November 1989, the chairman of the State Defense Committee was the commander in chief of the BPA, and as such made every important decision about internal and external security. The secretary general of the BCP and president of the State Council automatically held the position of chairman of the State Defense Committee as well. The consolidation of these three positions had enabled a single person, Todor Zhivkov, to make political decisions on security issues and supervise their implementation within the government apparatus, especially as they concerned the economy and defense industries.
    In the post-Zhivkov order, the commander in chief of the armed forces was the president of the republic, a position independent of party affiliation. In 1990 the National Security Council was formed as a consultative organ under the president after the State Defense Committee was abolished. The National Security Council advised the president in making decisions on a range of domestic and foreign policy issues related to national security, including defense preparedness, organization, training, and deployment of the armed forces, public order, and use of the internal security forces. The National Security Council included the vice president, the chairman of the Council of Ministers, the ministers of foreign affairs, national defense, internal affairs, and economy and planning and the chief of the General Staff. Decisions were implemented through the Council of Ministers, the Ministry of National Defense, and the General Staff.

    Government: Strong central government, with system of nine provinces (consolidated in 1987 from 28 districts), run by people's councils with limited autonomy and authority over local services, publicly owned enterprises, and administration. After ouster of Todor Zhivkov in 1989, communist party retained control of government but titles of head of state and party chief were separated. First noncommunist government elected 1991. Since 1990, president was head of state, prime minister was chief executive and head of fourteen-member Council of Ministers (cabinet). Unicameral legislature (National Assembly, Narodno subranie) with 400 delegates; election law simplified in 1991 for direct representation by district. Legislative decision making slowed by distribution of seats between Union of Democratic Forces (UDF) and Bulgarian Socialist Party (BSP; formerly Bulgarian Communist Party, BCP). Politics: Until 1989, BCP had complete control in oneparty system with only nominal opposition. Opposition parties legalized after Zhivkov ouster in 1989. In 1990 BCP/BSP lost control of Council of Ministers when internal splits and strong opposition forced resignation of its last government, replaced by caretaker coalition government representing major parties. UDF, coalition of over twenty parties and movements, assumed leading role in 1991; with Movement for Rights and Freedoms, it formed working legislative majority after 1991 election and controlled Council of Ministers. Numerous smaller parties, notably Bulgarian Agrarian National Union and Bulgarian Social Democratic Party, remained active.

    History: In the 19th century, Bulgarian nationalists began to organise, noting the decline of the Ottoman Empire and in expectation of eventual independence. Following an uprising in 1876, Bulgarian volunteer forces, with strong Russian support, defeated the Turks and were able to establish an independent state under the terms of the Treaty of San Stefano in 1878. The remaining years of the century were fairly chaotic, as the restored monarchy and newly-formed political parties jostled for position. The most important developments were the emergence of a strong socialist movement and the politicisation of the rural population, organised around the Bulgarian Agrarian Union. King Ferdinand was the dominant figure in Bulgarian politics up to World War I, although was discredited thereafter, due to his support for the Germans. The popular Agrarian leader, Aleksandur Stambolyiski, imprisoned by Ferdinand, formed a reformist government that lasted until 1923, when it was overthrown in a right-wing coup. The government of Alexander Tsankov, which replaced Stambolyiski’s administration, established a royalist-militarist government with King Boris as head of state. The Communists had launched several unsuccessful uprisings but their chance came towards the end of World War II, when – having been relatively unaffected by the fighting – Soviet forces entered the country in 1944. King Boris conveniently died and the Soviet-backed Fatherland Front seized power. The monarchy was abolished and a republic declared. The Front, dominated by the Bulgarian Communist Party, took 70 per cent of the vote in a national plebiscite.

    Country List World Factbook Home The World Factbook Bulgaria Introduction Bulgaria Background: The Bulgars, a Central Asian Turkic tribe, merged with the local Slavic inhabitants in the late 7th century to form the first Bulgarian state. In succeeding centuries, Bulgaria struggled with the Byzantine Empire to assert its place in the Balkans, but by the end of the 14th century the country was overrun by the Ottoman Turks. Bulgaria regained its independence in 1878, but having fought on the losing side in both World Wars, it fell within the Soviet sphere of influence and became a People's Republic in 1946. Communist domination ended in 1990, when Bulgaria held its first multiparty election since World War II and began the contentious process of moving toward political democracy and a market economy while combating inflation, unemployment, corruption, and crime. Today, reforms and democratization keep Bulgaria on a path toward eventual integration into NATO and the EU - with which it began accession negotiations in 2000.

    ITU-D E-strategies ITU Launches E-Government Project in Bulgaria Leveraging the potentials of Internet technology for creating efficiencies in Government services, e-Government can increase productivity, reduce the cost of Government services and enhance citizen’s access to Government. This three (3) phase project aims at meeting these goals by starting with enhancing communication between Government officials through the use of secure technologies for building confidence in the exchange of information. Phase I This phase would enable highly secure communication between the Ministry of Transport and Communications, Ministry of Finance, the Council of Ministries and the Communications Regulation Commission (CRC) using Public Key Infrastructure (PKI) enabled applications. It will permit a secure, efficient and cost-effective interaction between senior level Government officials thereby supplementing face-to-face meetings and increasing productivity. A selected number of senior officials from the participating Government agencies will be provided digital certificates and tokens/smart cards to be used for exchanging messages and documents. All data exchanged between the participating officials will be secured, digitally signed and will provide non-repudiation and data integrity. MTC will have forty (40) digitally certified users, Ministry of Finance twenty (20), Council of Ministers twenty (20) and CRC twenty (20) making a total of one hundred (100) digitally certified users who will have the required PKI-enabled hardware and software for secure communications.
