January 28, 2004 COUNTRY DESCRIPTION: Bulgaria is a moderately developed European nation undergoing significant economic changes. Tourist facilities are widely available although conditions vary, and some facilities may not be up to Western standards. Goods and services taken for granted in other European countries are still not available in many areas of Bulgaria . ENTRY REQUIREMENTS: A United States passport is required for U.S. citizens who are not also Bulgarian nationals. U.S. citizens who enter the country on regular passports without a Bulgarian visa are authorized to stay for a total of 30 days within a six-month period. An application to extend one's stay for up to two months from the original 30 days can be filed, but must be submitted to regional police authorities no later than ten days prior to the end of the original thirty-day period. For travelers who intend to stay more than 30 days, we recommend securing a Bulgarian visa from a Bulgarian Embassy or Consulate prior to arrival. Travelers using official or diplomatic passports must also secure visas prior to arrival. American citizens who intend to stay and live or work in Bulgaria must obtain a special type of 90-day multiple- entry visa prior to arrival. Once in Bulgaria , this visa facilitates application for a residence permit. Travelers who have a one-year multiple-entry visa for Bulgaria may stay for a total of 90 days within a six-month period. If a traveler comes to Bulgaria on a one-year multiple-entry visa, stays in the country 90 days, and then leaves, he/she will not be able to enter the country within the next 90 days.

    Historical Constitutional Specifications
    The first Bulgarian Constitution (adopted on 16 April, 1879) says in its 23th article: "The Bulgarian national flag is of three colors, and contain of horizontally placed white, green and red colors".
    The second Bulgarian Constitution (adopted on 6 Decvember, 1947) says in its 97th article: "The flag of the People's Republic of Bulgaria is of three colors - white, green, red, placed horizontally. In the left upper corner over the white strip is placed the coat of arms of the People's Republic.
    The third Bulgarian Constitution (valid since 18 May, 1971) states in its 141th article: "The flag of the People's Republic of Bulgaria contains of three colors, placed horizontally in the following order from up to down: white, green and red. In the left upper corner over the white strip is placed the coat of arms of the People's Republic." This text was changed on 27 November, 1990, the new text ("The flag of the Republic of Bulgaria contains of three colors, placed horizontally in the following order from up to down: white, green and red.") was valid until the adoption of the fourth, actual Bulgarian Constitution (since July 13, 1991).

    Web posted at: 11:00 a.m. EST (1600 GMT) In this story: SOFIA , Bulgaria (CNN) Opposition supporters paralyzed much of Bulgaria with roadblocks and strikes Monday as anti-Socialist demonstrations demanding a general election entered their fifth week. Public transportation came to a halt and students blocked main intersections in the capital as they waited to hear who would form their next government. Socialists were meeting to decide whether to form a government or heed the advice of President Petar Stoyanov and the opposition, who want the Socialists the largest party in Parliament to return their mandate to rule. The Socialist's choice for premier, Nikolai Dobrev, was expected to address the nation later on state television. Dobrev must present his Cabinet to Parliament for approval on Tuesday. If the government is voted in, more protests are likely to follow. The opposition backs Stoyanov's proposal that Parliament dissolve itself immediately and be replaced by caretaker government and that elections be scheduled for May.

It is hoped that analysts and other members of the foreign affairs community will also find the guide helpful. Although most of the guide consists of an annotated bibliography, the "Sidebar" sections highlight important subjects, events, and political figures. The information in these sections comes from the books listed, and is intended to spark the reader's interest in subjects that otherwise might be passed up. Many of the books cited in this guide may be found in the library of the Foreign Service Institute or in the George Washington University's Gelman Library. This guide was prepared by John D.     Bulgaria Country Report on Human Rights Practices for 1997
    Released by the Bureau of Democracy, Human Rights, and Labor, January 30, 1998. BULGARIA Bulgaria is a parliamentary republic ruled by a democratically elected government. Following his election victory in late 1996 in the country's second direct presidential elections, President Petar Stoyanov of the Union of Democratic Forces (UDF) was inaugurated in January and began a 5-year term of office. At the beginning of 1997, the Bulgarian Socialist Party (BSP), heir to the Communist Party, and two nominal partners governed in a coalition. Widespread political unrest caused by a worsening economic crisis culminated in crippling nationwide strikes and daily antigovernment protests in January and early February. Under mounting popular pressure, the BSP-led Government agreed in early February to hold early elections in April, in which the UDF-led coalition won an absolute majority in the National Assembly. UDF leader Ivan Kostov was chosen as Prime Minister. The judiciary is independent but continued to suffer from corruption and structural and staffing problems.
