The measures for support of creativity and artists are included in different acts of Bulgarian legislation referring to different aspects of creative activity of authors: labor relations, social insurance and protection against unemployment, taxation, levies, tax exemptions for donors in cultural sector, etc. Social protection Social security for artists is regulated by the Labor Code and the Ordinance on Social Security of Persons Who Practice a Liberal Profession or Engage in Trade, or Work without Entering into an Employment Relationship. Under these laws, artists practicing a liberal profession are treated equally with those who have registered companies as sole traders or partners in commercial corporations under the Commercial Code. Imposition
To encourage private persons and companies to sponsor the development of the arts and culture, the legislator has offered resident and non?resident natural persons and legal entities a tax deduction up to 10% for donations for cultural purposes, as well as for conservation and restoration of historical and cultural monuments, or for grants (the tax deduction rate was increased from 5 % to 10% under amendments to the Corporate Income Tax Act adopted in the beginning of 2002). Other good collections and studies of aspects of Bulgarian folk customs, rituals, songs, and costumes are: Assen Nikolov, Bulgarian Folklore (Cleveland: By the Author, 1983), which includes a discussion of proverbs and name origins. Stoyan Grenchev, The Wedding: Bulgarian Folk Customs and Rituals (Sofia: Septemvri, 1988) is richly illustrated as is Maria G. Veleva, Bulgarian Folk Costumes (Pittsburgh: Tamburitza Press, 1982), with detailed explanations of the techniques used in their making and descriptions of regional variations. 2) CONTENTS
The Opinion of July 1997 anticipated that national legislation would meet EU requirements in the medium term, provided that the necessary measures were pursued with sufficient urgency and were accompanied by the necessary structural adjustment of the audio-visual sector. The November 1998 Report does not depart from that assessment, but noted that significant progress has still to be made in the sector. By contrast, the October 1999 Report found that significant progress has been made, notably on alignment of the Bulgarian legislation on the Community acquis The November 2000 Report notes that Bulgaria has made considerable progress in the audiovisual sector. COMMUNITY ACQUIS In the context of the internal market, the audiovisual acquis is intended to ensure the provision and free movement of audiovisual services within the EU as well as the promotion of the European programme industry. The acquis is contained in the " Television without frontiers " Directive, which is applicable to all broadcasters regardless of mode of transmission (terrestrial, satellite, cable) or whether private or public, and lays down basic rules concerning transfrontier broadcasting.     Higher Education.
    Compulsory schooling ends at age 15, but more than 80 percent of students go farther. Bulgaria's literacy rate is greater than 98 percent, considerably higher than that in the U.S. With the political reforms of the last several years has come educational reform as well, and the entire educational system from primary school through graduate school is being reconstituted along Western lines. The Ministry of Education has overall responsibility for maintaining standards and prescribing curricula for all public schools and any private educational institution qualified to offer a large variety of educational choices ranging from vocational programs (often closely associated with factories) to special science and math high schools. Foreign-language high schools are also very popular, which like the math and science schools, are "entrance by examination" institutions. Bulgaria has 43 universities and other institutes of higher education and 45 colleges and technical schools. ("College" refers to semi-higher-learning institutions for nursing, paramedical training, teaching, and technical education.) A new feature on the Bulgarian educational scene is the recently (re)established private schools, which receive no financial support from the state budget. Most notable among these is the American University of Bulgaria in Blagoevgrad, an American liberal arts college with a strong business school.

    Bulgaria: Archeological Finds Reveal Thracian Civilization
    By Askold Krushelnycky This year in Bulgaria has seen spectacular archaeological discoveries, which many experts believe will yield important information about the cultures which thrived in what is now Bulgaria during ancient times. RFE/RL correspondent Askold Krushelnycky talked about the finds with one of Bulgaria's leading archaeologists. Sofia, 4 December 2000 (RFE/RL) Over the course of the past summer, two separate sites in southern Bulgaria were opened up to rich archeological finds. Experts believe that they will shed light on a period when Thracian civilization which began around the beginning of the first millennium BC was at its peak in the fourth and fifth centuries BC, the time from which the newly discovered sites date. The former Thracian civilization was bounded to the north by the Danube, to the east by the Black Sea and the Sea of Marmara and to the south by the Aegean Sea. About two-thirds of the former empire now lies on territory belonging to Bulgaria, with the remainder in European Turkey, including the Gallipoli peninsula, and the Greek province of Thrace.

They represent a distillation of human experience that both transcends and reflects boundaries of time, geography and culture: they have universal relevance yet are culture-specific. Bulgarian folk narratives are distinguished by their stark, primal qualities, their spare poetic beauty and powerful archetypal characters. The characters are larger than life - epic heroes, warrior women and beguiling beings who inhabit a magical landscape that has its own reality, laws and logic. They are many-layered and reveal some very ancient roots, perhaps going back to Thracian times and beyond. The samodivi, the fierce, enchanting nymphs of the forests and the waters who can call down the moon and ride wild deer with bow in hand, reflect some aspects of the great Thracian goddess, Bendis. The medieval hero Krali Marko is overlaid with an earlier mythology possibly extending as far back as the Thracian Horseman god who dispensed both life and death. And stories of animals that are human and humans that are animals may derive from an even earlier time.
