Releasing Report on the Effect of Tax Cuts
February 26, 1997 The Concord Coalition strongly opposes inclusion of a tax cut in a plan to balance the federal budget, and applauds the Center for Budget and Policy Priorities for the study they are releasing today that calls attention to the dimensions of the tax cut program proposed by Senate Republicans. Tax cuts are forever. Spending cuts can erode over time, particularly when successive Congresses and Presidents, who were not party to the original agreement, respond to new problems and emerging priorities by expanding existing programs or creating new ones. To state the obvious, balancing the budget with a tax cut requires deeper spending cuts than balancing the budget without a tax cut. There is no way to escape this fact. Spending cuts are already difficult enough to achieve, particularly in the large entitlement programs that make up most of the budget. Inclusion of tax cuts in the budget plan requires even greater reductions in these and other programs and inevitably leads to the charge that this, that, or another spending cut was used to pay for the tax cut rather than to reduce the deficit. To get out of a hole, you first should stop digging. Tax cuts make the deficit hole deeper. They should not be included in a balanced budget plan. What the size of government should be is a legitimate debate. The budget can be "balanced up" or "balanced down." Federal revenues under present law are projected to equal roughly 19 percent of gross domestic product (GDP) over the next decade. Federal outlays under current law will equal nearly 21 percent of GDP over the same decade, assuming that discretionary spending is permitted to keep pace with inflation. Balancing the budget and simultaneously reducing taxes means that federal spending would have to be reduced below 19 percent of GDP.

In addition to changing Aid to Dependent Children, the new law, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193) (PRWORA), significantly changed or reduced funding to other programs. For example, the Social Services Block Grant (SSBG), another source of child care funds, was reduced by 15% to meet deficit reduction targets. Benefits to legal immigrants were eliminated. Supplemental Security Income to children with special needs, and certain adults, will be severely curtailed. States still have the option to provide assistance to these populations, but will have to do it with state funds. How to pay for these choices will impact state budget and tax policy. Index

A balanced budget in as short a period as possible has lately become the rallying cry of Washington politicians. Though there is little agreement as to which programs and services should be cut (and to what extent and how soon), the consensus is that government spending must be firmly reigned in if the federal deficit is not to hinder our country's future. As this collection of previously published Atlantic articles indicates, such eagerness to minimize the national debt is a relatively recent phenomenon; attitudes toward federal expenditures in relation to national income have changed dramatically over time, in accordance with shifting economic realities. In "The World's Economic Outlook" (May, 1932), John Maynard Keynes asserted that widespread reluctance to spend was plunging the world economy into a state of depressionso long as all parties clung tenaciously to hard cash, stagnation would drag on indefinitely. He urged the United States to set a much-needed example to the rest of the world by daring to take the initiative to circulate some of its financial resources. elcome to the National Wildlife Refuge System, where you can discover a world of natural wonders no more than an hour's drive from your home.
Since President Theodore Roosevelt designated Pelican Island as the nation's first wildlife refuge in March 1903, the Refuge System has grown to 544 refuges and more than 3,000 small areas for waterfowl breeding and nesting, together covering more than 96 million acres of public lands.
The Refuge System is home to the best of this nation's wildlife. Indeed, the beauty of your refuges is matched only by the abundance of plants and animals that thrive there. More than 250 threatened or endangered animals and plants are sheltered on wildlife refuges.
If you like to fish, you can choose from more than 260 refuges, including Bayou Sauvage NWR near New Orleans, a pristine setting for fresh and saltwater fishing, or John Heinz NWR near Philadelphia, where you can angle year-round for large mouth bass, catfish or panfish.
If you hunt, you are welcome at more than 300 refuges, including the 155,000-acre White River NWR in Arkansas, where a million ducks winter each year, or Hagerman NWR on the Texas-Oklahoma border, excellent for hunting deer, dove, squirrel and rabbit.
