PART ONE: DEVELOPING A GRANT PROPOSAL
Preparation
A successful grant proposal is one that is well-prepared, thoughtfully planned, and concisely packaged. The potential applicant should become familiar with all of the pertinent program criteria related to the Catalog program from which assistance is sought. Refer to the information contact person listed in the Catalog program description before developing a proposal to obtain information such as whether funding is available, when applicable deadlines occur, and the process used by the grantor agency for accepting applications. Applicants should remember that the basic requirements, application forms, information and procedures vary with the Federal agency making the grant award. Individuals without prior grant proposal writing experience may find it useful to attend a grantsmanship workshop. A workshop can amplify the basic information presented here. Applicants interested in additional readings on grantsmanship and proposal development should consult the references listed at the end of this section and explore other library resources.
INITIAL PROPOSAL DEVELOPMENT
Developing Ideas for the Proposal
When developing an idea for a proposal it is important to determine if the idea has been considered in the applicant's locality or State. A careful check should be made with legislators and area government agencies and related public and private agencies which may currently have grant awards or contracts to do similar work. If a similar program already exists, the applicant may need to reconsider submitting the proposed project, particularly if duplication of effort is perceived. If significant differences or improvements in the proposed project's goals can be clearly established, it may be worthwhile to pursue Federal assistance.

Mr Lowe introduced the next speaker, Phil Calder , Chief Accountant, US General Accounting Office (GAO). Mr Calder began his intervention by remarking that the "Verstehen" conference could very easily be transported to Washington: the problems which were being aired were also evident in the US. Mr Calder emphasised that the focus of his presentation was on the progress made to address problems rather than on definitive solutions: progress was as much as could ever be achieved. Elaborating upon the rapidly changing circumstances in which all governments operated, Mr Calder stated that the public sector required comprehensive and strategic planning to deal with the constant emergence of new challenges. The expectations placed on governments had increased markedly, while there was also a demand from citizens to pay less to the state.

INTRODUCTION
The Budget Summary describes the fiscal year 2003 budget for the U.S. Department of Agriculture (USDA). All references to years refer to fiscal year, except where specifically noted. Throughout the booklet, “1996 Farm Bill” and “The Act” are used to refer to the Federal Agriculture Improvement and Reform Act of 1996. The Summary is organized into six sections: Funding Overview, Mission Area Highlights, Agriculture Infrastructure and Security, Mission Area/Agency Details, Homeland Security and Appendix Tables. Basic budget terminology: Program Level represents the gross value of all financial assistance USDA provides to the public. This assistance may be in the form of grants, guaranteed or direct loans, cost-sharing, professional services such as research or technical assistance activities, or in-kind benefits such as commodities. Budget Authority is the authority to commit funds of the Federal Treasury. Congress provides this authority through annual appropriations acts and substantive legislation which authorizes direct spending. The President's budget requests the Congress to appropriate or otherwise provide an amount of budget authority sufficient to carry out recommended government programs.

CAREER OPPORTUNITIES IN THE US FEDERAL GOVERNMENT
Description of the Field
The US Federal Government is the largest employer in the United States. It is responsible for protecting the environment; regulating worker health and safety; ensuring the safety of the nation’s food supply; overseeing air traffic control operations; curing AIDS; forging international partnerships in an era of globalization; fighting ongoing battles against poverty, homelessness, and illegal drug use; and conducting a global war against terrorism. At present, there are approximately 1.8 million civilian employees in the federal government. International affairs positions in government do not just exist in agencies such as the Department of State and the Agency for International Development. Just about every federal department and agency maintains an international affairs division. Federal job hunters are encouraged to explore a wide variety of agencies that may be involved with international policymaking. Hiring within the federal government is decentralized. Each agency manages its own hiring and is best viewed as a separate employer. While the US Office of Personnel Management (OPM), which functions as the federal government’s human resource division, regulates hiring practices and provides vacancy information for the entire federal government, it is necessary to contact the human resource office for each agency to obtain detailed information about its particular career opportunities.

- a chapter of the Grandfather Economic Reports Federal Government Debt now $7 trillion and climbing. In the 1990s the federal government created $2.8 trillion of new debt;
more than created in the nation's entire history prior to 1990 Fiscal Year 2000 ended with the highest dollar debt
in U.S. history - despite more claims of a 'surplus'
and, Fiscal Year 2001 debt was higher than that
and, 2002 debt was $420 billion higher than 2001
and, 2003 debt was $555 billion higher than 2002.
In the 4 years 1997-2001, before 9-11, total federal debt increased $438 billion, a period when politicians bragged about a $557 billion surplus. That's a $1 Trillion creditability gap (Some might suggest Enron and others learned reporting gimmickry from government practices) Nearly another $1 trillion additional debt was added in 2002-2003 - dramatic pictures below tell the story -
I am very concerned about the debt being passed to our younger generation. Who isn't?

by Iris J. Lav The percentage of income that typical middle-class families pay in federal taxes is often overstated. For example, in her response to the President's State of the Union address, Congresswoman Jennifer Dunn said that "a typical mother and father who both work paid nearly 40 percent of their income in taxes." The often-stated 40 percent figure is rounded up from a Tax Foundation report that claims the typical two-earner family pays 36.7 percent of its income in federal, state, and local taxes combined. As described below, however, the Tax Foundation figure is based on a severely flawed methodology and is sharply at odds with estimates of tax burdens from much more authoritative sources, including the Congressional Budget Office and the Joint Committee on Taxation. The historical trend in federal tax burdens is frequently misportrayed as well. The data do not support the contention, also made by Congresswoman Dunn, that current tax burdens are "...the highest percentage of income ever paid in taxes by American families." The federal taxes that a median-income family pays in 1999 will constitute a lower percentage of income than in 1977 and most years since then. How Much Does a Median Income Family Pay?
