"As part of its mandate under the Congressional Budget Act of 1974, the US Congressional Budget Office issues 'a series of reports on the state of the economy and the budget.' The report is divided into two sections, one on the economy and one on the budget. It is accompanied by 27 tables, thirteen figures, and is available in four formats (HTML, Adobe Acrobat [.pdf], PostScript, and WordPerfect). One of the interesting features of the report is its first Appendix, which compares the accuracy of CBO forecasts with those of the executive Administration and the Blue Chip consensus survey. EBOs back to December 1995 are available at the Update site."

    TOPLINE WEAPONS BMD ... GLOBAL The administration of President George W. Bush is requesting $399.1 billion for the military in fiscal year 2004 ($379.9 billion for the Defense Department and $19.3 billion for the nuclear weapons functions of the Department of Energy). This is $16.9 billion above current levels, an increase of 4.4 percent. In all, the administration plans to spend $2.7 TRILLION on the military over the next six years – and this as both the Office of Management and Budget and the Congressional Budget Office project a federal deficit as high as $200 billion to $300 billion next year.

    Prepared testimony of CDI Senior Analyst Christopher Hellman for his April 11, 2003, appearance before the Subcommittee on National Security, Emerging Threats and International Relations of the House Government Reform Committee. Hellman holds that a "silver bullet" buy of the F/A-22 fielding one air wing (with training and attrition replacement) would permit the Air Force to learn about producing such technically complex aircraft; permit the development of suitable operational tactics; and provide a sufficient force to perform any future missions requiring the F/A-22's stealth characteristics and other improved performance capabilities. The Congressional Budget Office estimates that limiting the F/A-22 program to such a force while replacing the remaining proposed F/A-22s with new F-15s would save $10 billion over 10 years.

    HIGHLIGHTS
    TOPLINE WEAPONS BMD ... GLOBAL The Fiscal Year 2004 budget request includes $782 billion for discretionary spending (the money the President and Congress must decide and act to spend each year), $399 billion of which will go to the Pentagon. The "National Defense" category of the federal budget for FY04 accounts for over half (51.0 percent) of all discretionary spending. The other category of federal spending is mandatory spending, money that is spent in compliance with existing laws that govern the particular program or function. Mandatory spending includes entitlements, money or benefits provided directly to individuals such as Social Security, Medicare, Medicaid, Food Stamps, and Federal Retirement. It also includes interest payments on the national debt.

    Fax: 703-527-2649 Treasury Announces New Budget Proposals The Treasury Department has included anti-leasing provisions in their FY '05 Budget . Below is an excerpt "Stop Abusive Leasing Transactions with Tax-Indifferent Parties" Taxpayers increasingly have used purported leasing transactions to "acquire" significant tax benefits from a tax-indifferent party, such as a municipal transit authority or foreign government, in exchange for a modest fee. These transactions do not involve any useful economic activity, such as the acquisition or financing of business assets, and instead simply move a tax benefit, including depreciation, from a party that cannot use it (the municipality or foreign government) to a party that can (the taxpayer). Congress sought to limit these transactions in 1984 but these rules have proved ineffective over time. The proposal would sharply limit the tax benefits claimed by the taxpayer in these transactions.
