THE SECONDARY SCHOOL EXAMINATION
SYSTEMS IN COUNTRIES IN THE SEAMEO REGION
INTRODUCTION The extraordinary emphasis placed by students and parents on higher or tertiary education is one of the pre-eminent characteristics of education in the SEAMEO region. While this emphasis on higher education has been a driving force in the development of SEAMEO Member Countries, this obsession with higher education has created both educational and social problems. Higher competition for college admission has led some secondary schools in the region to ignore formal standards of curriculum and concentrate principally on curriculum that prepares students for college entrance examinations. Hence, some teachers in higher schools give weight to memory-centered instructions that encourage cramming and memorization. It seems that there is tendency for student assessment to be merely summative, used to support administrative decisions on promotion, streaming and selection of students for tertiary education and for competition in the job market. In many countries, the public examinations at the end of the lower and secondary stages have been severely criticized. They are seen to have distorted the basic objectives of education since performance at the examination in the form of high grades or marks has become the major goals for students, teachers and schools. In some countries, students who fail to pass the public examination get demotivated for education and become unemployed or unemployable school leavers.

Parents are saying that the establishment of more road safety signs around school areas, especially warning and speed reduction road signs will alert motorists to slow down and be more alert. The recent accident killing two brothers prompted this move. One died on the spot while crossing the road just in front of the Kampong Masin School last month. According to sources, the irresponsible motorist had failed to see the two children crossing the road to their waiting parents simply because he was too preoccupied messaging someone on the mobile phone while driving. The incident compelled authorities to immediately enforced the mobile phone hands free law, albeit much too late to save these two children. The biggest grievance that parents have is the absolute lack of either a pedestrian or school crossing which can allow their children to cross the roads safely.

Summary Report
The eighth meeting of the APEC Education Forum convened in Bandar Seri Begawan, Brunei Darussalam at 1:30pm, Monday June 10 1996. In attendance were delegations from Australia, Brunei Darussalam, Canada, Chile, People's Republic of China, Indonesia, Japan, Republic of Korea, Malaysia, New Zealand, Papua New Guinea, Republic of the Philippines, Singapore, Chinese Taipei, Thailand, the United States of America and the APEC Secretariat. The meeting was co- chaired by Dr Alan Ginsburg, Director, Planning and Evaluation Service of the United States Department of Education (Outgoing Coordinator) and Mrs Savitri Suwansathit, Deputy Permanent Secretary of the Ministry of Education of Thailand (Incoming Coordinator). Welcome on Behalf of Brunei Darussalam : On behalf of the Ministry of Education of Brunei Darussalam, Sheikh Adnan bin Sh. Mohamad, welcomed delegates to the conference and to Brunei Darussalam. Overview of meeting and Forum progress to date: Dr. Ginsburg welcomed the incoming Coordinator from Thailand, Mrs Savitri Suwansathit, Deputy Permanent Secretary for Education of Thailand, who will co-chair the 8th Forum meeting and Chair subsequent meetings. Dr. Ginsburg outlined the proposed agenda. He proposed that the meeting will review current projects, grouped under the Forum's three Priority Areas. The meeting would then focus upon the proposed Education Forum Strategic Plan (renamed Strategic Working Plan), which Dr. Ginsburg proposed as an initial draft which should be viewed as an evolutionary working paper. The Forum could then review proposed Education Forum projects and rank projects applying for APEC Central Funding.

  • Welcoming Remarks
    Dr. Li welcomed all of our EDNET family in his opening remarks. Delegates agreed to confirm Dr. Chen-ching Li as the Coordinator of the Education Network. Mr. Adnan, the co-chair, welcomed everyone to Brunei Darussalam and commented on the importance of the work of EDNET to Brunei and to all other economies for sharing ideas and news. He also welcomed everyone to join the EDNET dinner on Sunday evening. Dr. Li expressed appreciation to the Brunei hosts for their hard work and preparation of such nice cultural activities for our meeting.
Chile made an official announcement to EDNET of its intention to host the 3 rd AEMM, to be held in coordination with the APEC Leaders' Meeting in November 2004.

This academic group runs a very successful PhD and EdD (Applied Linguistics and TESOL) programmes, attracting a range of international students, notably from East and South East Asia and the Middle East. Staff research addresses three themes within the broad framework of cultural, sociolinguistic and educational perspectives on language learning and literacy, namely: language learning and literacy development policy and practice in first and second language learning language use in multicultural and multilingual contexts. Language learning and literacy development Research clusters around language awareness in second and foreign language learning; strategies used for second language learning; reading development and special learning difficulties; talking around school texts; the acquisition of grammar and interlanguage variability; and classroom communication and fluency. Policy and practice in first and second language learning Work within this theme focuses on the interface between practice and policy in multilingual and multicultural contexts, including the UK, Brunei, and Japan. Work on foreign language learning in England includes comparative studies of the continuing professional development of language teachers and is complemented by studies of cultural awareness in French language teaching materials. Other research projects examine collaborative models of teaching and the tensions between the school curriculum and English teaching in higher education.
