A commissioner of education and two district board of education, which consist of 5 members each, supervise the system, which includes more than 30 schools that contain about 2,000 students. Children are required to attend school between the ages of 4 and a half and 16. The only college in the Virgin Islands is the University of the Virgin Islands. We decided to do something big for the New Year celebration for Y2K, so we went to the British Virgin Island of Jost Van Dyke. It was named for a Dutch pirate of that name (ARRRGGGHHHHHH matey!). Given that I have hundreds of thousands of points at Marriott and Hilton, I tried to book us rooms using the points. No go. They blacked out all of the dates around the New Year. Guess I don't blame them, as they could have charged about anything they wanted, since people would probably be willing to pay for a big blow-out for the new millenium. And pay they did. When I found out I couldn't use points, I asked for the rates. $550 a night for the cheap rooms. Ouch! Just say no. We also researched renting a yacht for the week. It might actually be cheaper than hotel rooms, even the more usual lower rates (i.e.- non-Y2K hysteria / stick-it-to-the-tourists rates). A yacht can be hired two ways: as a bare-boat if you have sailed before, or as fully outfitted including a captain and cook and all groceries and booze. We were going to do the latter since Elizabeth has sailed before but wasn't really confident in her ability to sail a big boat(especially with the rest of us idiots crewing :-) And you are mobile, so if you want to go over and see another island it is easy. I would advise flying into Tortola. You can go through customs once you land, and then take a ferry to Jost. Contrast this to my trying to save a couple of bucks and fly to St. Thomas, since American flies there (I had frequent flier miles): We flew into St. Thomas, and then took a ferry to St. John since we had to go through there to get to Tortola. We got to St. John after the last ferry left for Tortola, and had to get a room at $450 a night. The next morning we got to Tortola, and then another ferry to Jost. It wasted a whole day and we had to pay for the room. (For $450 a night, we took all sorts of "souveneirs" :-)

The British Virgin Islands, about 70 ( mostly uninhabited ) islands and cays, are one of the Caribbean's most popular destinations.
Fought over for centuries, they were finally controlled by the British in the mid-1600s, and later became an official British colony.
Tourism is the major business, and the BVI are closely associated with the economy and culture of the U.S. Virgin Islands.
Steeped in the history of the British Navy, the islands are ringed by shipwrecks; the most famous of these - The RMS Rhone - is now a national marine park, and a favorite scuba diving point.
Road Town, the capital city, is crammed with local markets and boutiques, restaurants, government buildings, and cruise ship passengers.
Ferry service to the outer-islands is convenient and economical, but outer-island air service is limited.
Official Name British Virgin Islands, (BVI) a British dependent territory, claimed in 1672

Named by Christopher Columbus in 1493, the Virgin Islands are famed for white-sand beaches, crystal-blue waters and idyllic sailing venues.
Steeped in maritime history, and the remnants of the Danish, Dutch, English, French and Spanish cultures, the Virgin Islands are one of the busiest cruise and vacations destinations in the Caribbean.
The U.S. Virgin Islands ( almost 50 cays and islands ), includes the large islands of St. Croix, St. John and St. Thomas.
Tourism is the major business, and the U.S. Virgin Islands are closely associated with the economy and culture of the British Virgin Islands.
Covered with red-roofed buildings and houses, the capital city of Charlotte Amalie sits amidst lush green hills, and is widely considered the most beautiful port in the Caribbean. The duty-free shopping, hotels and restaurants on St. Thomas and St. Croix are second to none.
Air and ferry service to all major islands is convenient and economical.

REDUCED VULNERABILITY AND INCREASED COMPETITIVENESS
The British Virgin Islands amount to an extremely small developing Caribbean country earning its keep from international trade in tourist and financial services. We are not endowed with any significant amount of primary products or tradable raw materials. Domestic food production satisfies less than 10% of demand and more than 50% of the domestic labour force has been imported across the entire spectrum of skills and occupations. Economic activities have been expanding for almost two decades, as we have become a premier destination for tourists and a well-respected corporate domicile for international business companies. But geography has been both kind and unkind to us in many ways as we struggle to manage the naturally occurring phenomena of the planet. We are placed in an area of the world that is prone to natural disasters. The British Virgin Islands are in zone 4 for earthquakes and we have been hit by more than five major hurricanes in the last decade. Fate further places us in the backyard of the largest and most prosperous economy in the world –the United States of America. External trade, health, education, culture and knowledge of the world have benefited tremendously from this closeness. On the other hand we are in close proximity to South and Central America. This unfortunately places us directly in the narcotics supply route between major producers and the ultimate consumers.
